Profile at 2002With 453,400 people, the City of Edinburgh Council has the second largest population of alllocal authorities in Scotl<strong>and</strong>.By 2016, the Council will face a smaller decrease of children under 5 <strong>and</strong> in the 5-14 age group.The increase in the number of 45-59 year olds will be significantly above the national average.The older population is expected to increase but at a rate less than the national projection.Unemployment is low (3% in January 2002).The drug misuse rate is high (2.2% of 15-54 year olds), the 6th highest rate of all authorities.Edinburgh has the third highest rate of crime, with 1148 crimes recorded per 10,000population in 2001.The Council is a leading member of the Edinburgh Partnership, which consists of seniorrepresentatives of Edinburgh’s public, private <strong>and</strong> community organisations. The Partnershiphas had the responsibility for monitoring onecity, the report of the Lord Provost’s Commission onSocial Exclusion in Edinburgh, which addresses many of the issues facing social work services.These services are organised in a single department under a director, who is also the chiefsocial work officer. The department commissions voluntary <strong>and</strong> private organisations to provideapproximately half of the services for which it is responsible, a proportion higher than averagein Scotl<strong>and</strong>.
