East RenfrewshireServices for people with a sensory impairment are not well developed, particularly for peoplewho are deaf-blind. There is a need for improved links with health services. The situationseems to call for searching review of service <strong>and</strong> resource priorities by the community carejoint planning group <strong>and</strong> a strategic plan for future improvement.The Council <strong>and</strong> its health partners should build on the progress to date on joint managementarrangements for community care – for example, <strong>development</strong> of joint service teams to deliverday care, a joint equipment store, joint training for council, health <strong>and</strong> voluntary sector staff<strong>and</strong> shared information systems, in preparation for joint <strong>development</strong>s of computerisedinformation systems.To sustain the progress made in implementing improvements in the education of looked afterchildren, the Council should formulate a scheme for the joint professional <strong>development</strong> <strong>and</strong>training of teachers <strong>and</strong> social workers who deal with those children.Now that a throughcare team has been established, the Council should set in place thefinancial framework <strong>and</strong> administrative support necessary to bring into full operation the newarrangements for care leavers.The Council should take action urgently with its criminal justice partners to harmonise systems,procedures <strong>and</strong> practice, in order to produce a seamless <strong>and</strong> efficient service. Work should bestarted urgently on, for example, joint quality assurance; a single Drug Treatment <strong>and</strong> TestingOrders scheme; bail provision; <strong>and</strong> shared group work with women offenders.93
