East Lothian8. The FutureThere is an urgent need:• to review the balance of community care for the elderly in the light of future populationprojections; and• in particular, to determine changes required in the packages of home care to be offered infuture and their quality, in light of the recommendations of the current review of domiciliarycare. In response to the best value study of learning disability services, the Council will have to planwith health partners for their progressive improvement and to determine resource priorities forimplementation. Plans should allow for short breaks and services for people with challengingbehaviour. The opportunity should be taken to clarify and co-ordinate the roles of the jointlearning disability team and the social work community care team.In response to the review of sensory impairment services, the Council should plan and determineresource priorities, as suggested for learning disability.Building on progress to date and their aspirations for the longer term, the Council and partnerswill need to project manage the next steps towards full implementation of the Joint Futureagenda next April. To consolidate the progress made in improving education for looked after children, it is necessaryto improve the flows of information about these children between education and social work.In criminal justice services the main priority will be to participate in harmonising systems, procedures and practice, so that the benefits of the new grouping can be realised as early aspossible without prejudice to standards of service.Access to the internet is available for specific research and training uses, but is not available toall staff. An e-culture still needs to be introduced and maintained within the housing and socialwork department.85
