Home Care Services are targeted on the most vulnerable older people, with olderpeople in receipt of a service being more likely to receive an intensive service (more than 10hours per week) in East Ayrshire compared to many other authorities. The rate of older peoplein residential care is relatively low. A best value review of residential care for older people isnot yet concluded. The Council will continue to support some continuing residential provisionwhilst increasingly targeting people with dementia.After a home care review the Council is matching the profile of social care staff more closely tothe needs of service users. It is in the process of introducing a new grade of staff, a PersonalCarer, whose tasks will be wider <strong>and</strong> whose hours will be more flexible than those worked bytraditional home help staff.The Rowallan Day Care Centre was short-listed for a Community Care Award in 2001. A jointventure with Alzheimer Scotl<strong>and</strong> Action on Dementia, the Centre provides a wide range ofsocial <strong>and</strong> therapeutic activities including light exercises <strong>and</strong> musical therapy. Up to 16 peoplecan attend during six sessions a week during the day, with plans to move towards continentalhours in order to offer more flexible supports.The Council subscribes to a joint Partnership in Practice Agreement (PiP) for learning disabilityservices, applying to councils <strong>and</strong> the NHS across Ayrshire. People with learning disabilities <strong>and</strong>their families are involved in its implementation. East Ayrshire also submitted a PiP Agreementspecifically for its own area. East Ayrshire has a joint education <strong>and</strong> social services department.Education is an active partner in the implementation of the PiP Agreements. People with learningdisabilities are given help with literacy <strong>and</strong> numeracy skills <strong>and</strong> a social worker is based in eachof the four special educational needs schools. A review of day opportunities is under way.Local area co-ordination for people with learning disabilities is being planned at the present time.The Council has employment initiatives that help people with learning disability to get jobs.64
