A high proportion of olderpeople live in special needs housing. The Council has consistently provided more older peoplewith home care support than most other mainl<strong>and</strong> authorities. Care services have been reorganisedto provide a more efficient re-distribution of resources. This has involved developingthe level <strong>and</strong> range of practical suport while maintaining a steady increase in the number ofpeople with complex <strong>and</strong> personal care needs accessing appropriate levels of support.The Council is implementing an older people’s strategy, which incorporates new approaches todelivering home care <strong>and</strong> extra care housing. Its key features are:• home support services divided between domestic or practical support <strong>and</strong> personal care;• social care officers working to neighbourhood teams to provide the personal care between7:00 a.m. <strong>and</strong> 10:00 p.m., 7 days a week with management support; <strong>and</strong>• day care services to be redeveloped, particularly for older people with dementia: a model ofprovision which integrates health <strong>and</strong> social care is being rolled out.The Dundee Partnership in Practice (PiP) with NHS Tayside allows for systematic assessment oflocal needs <strong>and</strong> prominent consultation with people with a learning disability <strong>and</strong> their carers.Social work <strong>and</strong> health jointly lead integrated community learning disability teams. The socialwork department is introducing a range of initiatives as alternatives to traditional day services.With Sense Scotl<strong>and</strong>, it has developed a weekend respite service for 13 adults.It was recognised that work had to be done to identify the needs <strong>and</strong> provide locally basedservices for mentally disordered offenders. Processes have been put in place to achieve this.There have been Tayside-wide difficulties in progressing the strategic agenda for communitymental health services. A Tayside-wide accountability steering group has been charged withformulating strategic priorities <strong>and</strong> more recently a mental health review group, with anexternal facilitator, has been established.56
