The rate of ‘other’ staff isalso high. Vacancy rates are low in most areas but high in children’s services. The difficulties in recruiting qualified social work staff for children’s services have been serious, with a fifth of staff resigning in 2001. A recent reorganisation of childcare services, coupledwith success in recruiting two newly qualified staff in early 2002, has improved the situation. There are no significant difficulties in recruiting staff in community care or criminal justice.45
