A high rate ofolder people (though reducing recently), still live in residential care compared to many otherauthorities. The rate of older people living in special needs housing is low <strong>and</strong> decreasedbetween 1998 <strong>and</strong> 2000. Older people are less likely to receive a home care service than theyare in many other authorities, but if they do it is more likely to be an intensive service (morethan 10 hours per week). The numbers of older people receiving home care are increasing asnumbers living in residential care are falling.Following a best value review of home care services the Council is implementing significantchanges:• introduction of 3 different services (domestic, personal <strong>and</strong> intensive) for children <strong>and</strong> adultservice users;• a more flexible service appropriate to the sparsely populated area in which staff work;• enhanced remuneration for staff undertaking personal <strong>and</strong> intensive care; <strong>and</strong>• separate management in the 4 principal divisions of the authority.To enable more older people to live longer in their own homes with support the Council has:• made significant increases in the number of houses with community alarms;• enhanced budgets for Care <strong>and</strong> Repair; <strong>and</strong>• increased the number of aids <strong>and</strong> adaptations completed.The Council has established a framework for joint working with its health partners in a Partnershipin Practice agreement (PiP) which still needs to be finalised. Features of joint working are:• high priority for learning disability services, following best value reviews;• replacement of residential provision where possible by independent living, in conjunctionwith local housing providers;34
