Appendix 1Staffing by category of employee <strong>and</strong> whole time equivalent (WTE) as at October 1999 <strong>and</strong>October 2000This table has been compiled from local authority staffing returns for October 1999 <strong>and</strong> 2000to the Scottish Executive Social Work Statistics Division.The category ‘Managers/central staff’ includes: Director; heads of service; service managers;other senior staff; planning, commissioning <strong>and</strong> contracting staff; registration/inspection officers;research & information officers; human resources staff, including training; finance staff.The category ‘Frontline staff’ includes: social workers; occupational therapists; communityservice staff; supervised attendance staff; advocacy/rights staff; social work assistants;fieldwork staff; residential <strong>and</strong> day care staff; care managers; welfare rights officers; wardens.‘Other’ includes administrative staff <strong>and</strong> any other staff who are not covered by the above twocategories. Some local authorities have large numbers of ‘other’ staff while others have smallnumbers. Such differences appear to be largely the result of which category staff are assigned to.As well as ‘frontline staff’, some senior social workers <strong>and</strong> other ‘managers’ may also workdirectly with service users <strong>and</strong> this varies across authorities.The figures in the staffing table have been rounded independently, as a result, the totals shownmay not match the sum of the categories.There was a change in how posts were allocated to categories between 1999 <strong>and</strong> 2000 sodirect comparisons between the two years may not be accurate.Vacancy figures for 2001 are provisional <strong>and</strong> refer to the situation as at 1 October 2001.275
