The Council has more residential homebeds for older people than most mainl<strong>and</strong> authorities in Scotl<strong>and</strong>. The rates of older people innursing home care <strong>and</strong> in special needs housing are relatively high. While the rate of older peoplereceiving home care is also relatively high, indications are that relatively few have received morethan ten hours of home care each week.The home help service is being restructured into a home care service, which embraces the“Supporting People Agenda” <strong>and</strong> a new service for meals on wheels. The meals service willmake use of vans which heat frozen meals on a staggered basis during the delivery process,so that the service can be provided to remote areas of Angus.A joint planning group has developed the Partnership in Practice agreement (PiP) for learningdisability services <strong>and</strong> is responsible for implementation <strong>and</strong> for allocating Change Fundresources. The PiP is being widely circulated, including to GPs <strong>and</strong> local health care co-operatives.Stakeholder events have been held to involve people with learning disabilities <strong>and</strong> their families.Day care opportunities for people with learning disabilities are being modernised, <strong>and</strong> tworesource managers have been appointed to help develop, as alternatives to traditional centrebasedservices, employment, educational <strong>and</strong> leisure <strong>and</strong> recreation opportunities. Co-ordinatorshelp young people with learning disabilities <strong>and</strong> their families to experience a seamless transitionbetween children’s services <strong>and</strong> adult services.The mental health strategy in Angus (now in its fourth year), has had an external evaluation bythe Scottish Development Centre for Mental Health. The evaluation identified:• positive progress in establishing the identity <strong>and</strong> role of the joint teams <strong>and</strong> in developingformal systems to support their operation; <strong>and</strong>• integrated working within <strong>and</strong> between the teams.The evaluation identified that further work was required to involve service users <strong>and</strong> carers,<strong>and</strong> to develop targeting, priority setting <strong>and</strong> gate keeping.26
