The FutureThe pace of progressing joint management <strong>and</strong> joint budgets for community care has beendeliberate, but if they are to realise service benefits within a reasonable time, the Council withits health partners should make early progress beyond the stage of basic agreement topreparing plans <strong>and</strong> schedules for implementation of the wider Joint Futures agenda.The Council has in train various actions to improve home care support. In view of the currentbalance of provision <strong>and</strong> the need to prepare for increases in the elderly population, it has theopportunity to consolidate earlier progress by planning a wider range of measures to enhancethe capacity <strong>and</strong> quality of home care services <strong>and</strong> identifying resource priorities for theirimplementation.To complement the progress made in learning disability services for adults, the Council shouldproceed to identify the requirements of younger people to achieve a smooth transition to adultservices.The Multi-Agency Strategy <strong>and</strong> Resource Group have usefully identified improvements requiredin sensory impairment services, which will identify the resource priorities <strong>and</strong> service<strong>development</strong>s.Shared single assessment is recognised as an important step forward in community careservices. The ground has been established for the Council to agree with health partners acommon process, information-sharing <strong>and</strong> other crucial stages for implementation, <strong>and</strong> there isnow an opportunity to progress without further delay.249
