South Ayrshiregroup home is to be converted into self-contained flats <strong>and</strong> the current residents’ care needsare to be re-assessed.Though joint working with health over strategy <strong>and</strong> delivery has benefited mental health services,the pace of change has been limited by resource constraints on the NHS. Mental health teamsfor adults <strong>and</strong> older people share accommodation. The future shape of services has beenagreed, but reduction of resettlement targets has resulted in blocking of acute psychiatric beds.The area is well provided with 25 mental health officers (with an additional 5 in training). A pilotproject for mentally disordered offenders, based at Ayr <strong>and</strong> Kilmarnock sheriff courts, is currentlybeing evaluated.The Council <strong>and</strong> its health partners are signed up to the all-Ayrshire single shared assessmenttool <strong>and</strong> has identified three pilot sites for older people to commence in July, <strong>and</strong> then for allcare groups, following joint training.Further planning covers:• guidelines for assessors to access resources; <strong>and</strong>• protocols for sharing information <strong>and</strong> obtaining service users’ consent.The Council provides a rehabilitation <strong>and</strong> mobility service for visually impaired people, interpretingresources for profoundly deaf sign language users, communication support for all hearingimpaired people, <strong>and</strong> specialist information for both visual <strong>and</strong> hearing impaired people. Itssensory impairment team has qualified guide/communicator support available. The team isinvolved in future needs assessments for visually impaired children but not for those with ahearing impairment.The Council is part of the all-Ayrshire local partnership agreement which involves NHS Ayrshire<strong>and</strong> Arran <strong>and</strong> the other two Ayrshire local authorities. The Council is taking an incrementalapproach to the Joint Future agenda, building on established infrastructures of joint working <strong>and</strong>joint initiatives. From spring 2002 a Joint Health Committee of Council <strong>and</strong> NHS representativesis addressing joint working for both older people <strong>and</strong> children.The Rapid Response Team <strong>and</strong> South Ayrshire Speedy Action are examples of aligned <strong>and</strong>pooled budgets <strong>and</strong> joint management arrangements in operation. Services are managed by oneor other agency, rather than through integrated management of joint services.235
