There are no nursing homes in Shetl<strong>and</strong> but the rate of olderpeople living in residential homes is high. The rate of older people in special needs housing hasdropped significantly, but it remains relatively high. A high rate of older people receive homecare, after a major increase between 1999 <strong>and</strong> 2000.A comprehensive review of home-delivered services has resulted in a <strong>development</strong> project inthe isl<strong>and</strong> of Unst to promote a local integrated social <strong>and</strong> health care service <strong>and</strong> to exploreways of providing more flexible care together with locally supervised home carers. Subject toevaluation <strong>and</strong> available resources, this type of devolved provision is to be rolled out to otherrural areas.Learning disability services have been well developed in Shetl<strong>and</strong> over the years. There is anestablished independent living project, a range of supported accommodation <strong>and</strong> respite care,<strong>and</strong> a resource centre. The Partnership in Practice agreement reflects the joint approach toservice improvement. The number of adults with learning disabilities – some with severe learningdifficulties – is projected to increase over the next ten years, <strong>and</strong> the rebuilding of the Kanterstedresidential home is planned to provide additional permanent <strong>and</strong> respite accommodation. Thebudget for people with learning disabilities is projected to rise over 10 years from £2.2m to £3.5m– a significant proportion of the community care budget.The Eric Gray Resource Centre for people with learning disabilities supports 32 adults: it hasdeveloped education, training <strong>and</strong> employment programmes, <strong>and</strong> brings together social <strong>and</strong>health care, <strong>and</strong> voluntary organisations, under one roof. Staff supervise various activities <strong>and</strong>training for independent living. A key worker devises a programme of activities to help peopleto learn new skills <strong>and</strong> develop existing ones.226
