Newly appointed staff haveregular planned supervision <strong>and</strong> normally a protected caseload with no child protection casesin the first year. The Council is examining with Paisley University <strong>and</strong> other Councils a flexiblepart-time route for training unqualified workers to DipSW level.There is a large-scale <strong>and</strong> innovative recruitment programme, with improved advertising,application packs, consistent contact with the universities <strong>and</strong> participation at recruitment fairs.Area managers give talks <strong>and</strong> offer interviews on the same day. Potential recruits are invitedinto team meetings <strong>and</strong> involved in training, before they actually begin working.The dem<strong>and</strong> for home care staff is exp<strong>and</strong>ing locally, <strong>and</strong> the Council is working with localcolleges to interest students in related disciplines in undertaking work in the care sector. It isexamining a career pathway through unqualified work, which will require some job enhancement.The Council is committed to a range of staff training, from SVQ/Post Qualifying awards to apostgraduate management <strong>development</strong> course at Strathclyde University’s SLAM Centre.Lunchtime professional <strong>development</strong> seminars run jointly with Paisley University.7. Modernising servicesThere are small Chinese <strong>and</strong> Asian communities, <strong>and</strong> services are purchased from Glasgoworganisations for some of these people. The Council ensures that documentation is translatedinto ethnic minority languages. The social work department has worked with Kosovar refugees.A corporate race equality working group is taking forward work on the Race Relations(Amendment) Act, within the equal opportunities framework.The department is a partner with the Health Board, the Primary Care Trust <strong>and</strong> Inverclyde Councilin one of four local e-Care projects supported from the Modernising Government Fund. It focuseson improving communications <strong>and</strong> information sharing between care professionals in mentalhealth services. A range of information <strong>and</strong> useful links to other organisations has been created,focused on the needs of older people <strong>and</strong> carers. There is an on-going commitment to extendthe Council’s web content <strong>and</strong> to make more dynamic, interactive use of web-based technologyto develop <strong>and</strong> improve service provision.During 2001 the department implemented the first phase of the new SWIFT client informationsystem, which integrates activity <strong>and</strong> financial information, <strong>and</strong> provides the foundation forfurther systematic <strong>development</strong> of the electronic social care record. Data interchange is beingpursued between SWIFT <strong>and</strong> the education department’s SEEMIS database for looked afterchildren. Priorities for the next phase of the SWIFT implementation plan will be child protection,looked after children, interfacing with corporate financial systems, costed packages of care(community based services), Supporting People <strong>and</strong> criminal justice services (linked to theISCJIS programme).The department is taking the lead on behalf of the Council for developing <strong>and</strong> implementingthe Supporting People initiative. Early indications show that the Supporting People Team is ontarget to meet all of the Executive’s milestones. Another area where the department is leadingfor the council is in the provision of an integrated welfare benefits, debt management <strong>and</strong>money advice service.215
