All reports were submitted to courts by the due date. The number of communityservice orders made has increased, but the rate remains relatively low. The average length ofcommunity service orders completed during the year is lower than in most other authorities butthe time taken to complete orders is longer, with just 2.9 average hours completed per week.Perth <strong>and</strong> Kinross is grouped with Angus <strong>and</strong> Dundee City for the provision of criminal justiceservices. The intention is to build on previous collaboration by establishing a strategic group todrive the performance, quality <strong>and</strong> planning agenda, <strong>and</strong> to harmonise their different informationsystems as far as possible.The Council operates a range of quality assurance mechanisms, including conversion rates <strong>and</strong>custody disposals. It is currently examining the risk/needs assessment tools to use. The inheritedcomputer system limits the capacity for introducing a computer-based quality assurance system.An inter-agency group oversees a number of youth crime initiatives, which feature close jointworking with community learning services <strong>and</strong> voluntary agencies.205
