The rate of older people receiving home care is lower than in most otherauthorities <strong>and</strong> there has been a decrease in the rate in special needs housing, which is nowrelatively low.The Council has acted to shift the balance of care to community-based services by:• increasing home care hours by 23% between 1999 <strong>and</strong> 2001;• getting the independent sector to provide home care services to the value of £600,000;• almost doubling the amount of sheltered housing for most vulnerable old people;• providing community alarms on request to people over 75 living alone; <strong>and</strong>• contracting 12 nursing home beds for respite care <strong>and</strong> short breaks.The Council has carried out best value reviews on community alarms, community meals, homecare, <strong>and</strong> day care for older people; changes arising from the reviews are driven forward by animplementation group which comprises elected members, senior officers <strong>and</strong> other stakeholders.The Council is a leading local authority on services for people with learning disabilities <strong>and</strong>their carers. Change has been driven by the Council, with joint working between social work,education <strong>and</strong> housing <strong>and</strong> health:• 70 people now have supported living;• 45 people have been helped to get real jobs;• 5 people have direct payments; <strong>and</strong>• as a result of partnership with Ownership Options some now own their own homes.People with learning disabilities are included <strong>and</strong> involved at all stages of the planning <strong>and</strong>delivery of services. The Partnership in Practice agreement is the only one in Scotl<strong>and</strong> to bewritten in a way that is easily accessible to people with learning disabilities.186
