Moray has a higherrate of special needs housing than many other authorities and lower rates of older people inresidential and in nursing homes. Older people are less likely to receive a home care servicethan older people in many other authorities, but those who receive a service are more likely toreceive more hours.A current review of the development of home care services is seeking to balance the push todevelop practical services with efficiencies in delivering services in rural areas. In the meantimecloser working between home care, community nursing and Associated Health Professionals(AHP) has been developed in Forres as the first stage and is now rolling out across Moray.Joint occupational therapy services have been implemented across Moray. Joint linemanagement for all Moray’s community and health OTs has led to a fresh look at some of theduties of community OTs, resulting in a better focus on the rehabilitation skills of theprofessional staff. A joint equipment store is being progressed. The progress has revealed theimportance of compatible IT systems in the two agencies.Learning disability services are the subject of on-going review and change. The Council hasreconfigured the community infrastructure, to accord with the progress of hospital closures.A range of day services have been developed and a new centre based service is due to openin Elgin. Resource transfer is used to enhance services for all people with learning disabilities.Under the Grampian-wide Partnership in Practice agreement (PiP):• local area co-ordinators deal with crisis, non-hospital, hospital closure, resettlement, andhousing work;• a joint multi-disciplinary community learning disability team supports resettlement and thoseliving in the community;• a range of day centre and community based services are provided;• housing is made available, ranging from very sheltered housing with tenancies as well asoccupancy agreements and small residential care settings; and• A generic advocacy with specialist advocates for LD and MH advocacy is co-ordinated andprovided.170
