Decreases in the 5 – 14 populationwill be smaller than the national average <strong>and</strong> there will be an increase in under 5's.Midlothian has one of the lowest unemployment rates in Scotl<strong>and</strong> (2.2% in January 2002).The drug misuse rate is below average (1.6% of 15-54 year olds).There is a lower than average rate of crime, 575 recorded crimes per 10,000 of population in 2001.Midlothian Council has developed a cabinet system of government, with a Performance Panel<strong>and</strong> linked closely to developing Community Forums.Social work services, led by a chief social work officer, are now a part of Executive Services, <strong>and</strong>linked with Corporate Policy, Business Planning <strong>and</strong> Personnel in a restructuring implementedearly in 2002.
