InverclydeA high rate of social enquiry reports was submitted to courts in 2000-2001 in line with the highcrime rate in Inverclyde. All reports were submitted by the due date. The rate of communityservice orders made was also high. The average length of orders was shorter than in manyother authorities <strong>and</strong> they were completed relatively quickly.The Council is part of a grouping with Renfrew <strong>and</strong> East Renfrewshire for criminal justiceservice provision. Following a best value review to identify <strong>and</strong> adopt the best practice of eachauthority, joint working arrangements are being developed. Drug Treatment <strong>and</strong> Testing Ordersare to be delivered from the autumn through a joint initiative between the three councils <strong>and</strong>health partners. The “Constructs” programme for work with offenders has been adopted on apilot basis to promote best practice in supervision.The IT system provides monitoring information on compliance with national st<strong>and</strong>ards, reportingfrequency <strong>and</strong> other process issues. Pending the new social work information system, a st<strong>and</strong>alonedatabase as been developed which supports process tracking of attendance, assessment<strong>and</strong> profiling of offenders <strong>and</strong> staff supervision.The joint Pathways project with sex offenders which is line-managed by East Renfrewshire hasattracted wide support from stakeholders. Cases provide opportunities for specialist input <strong>and</strong>for coaching in good practice to non-specialist staff. It offers assessment for both adult <strong>and</strong>youth offenders, <strong>and</strong> focuses on risk management.5. It spent considerably above GAE on other social work services<strong>and</strong> less on community care. Spend per head on social work services is higher than in mostother authorities.157
