High rates oflooked after children live at home or with friends or relatives <strong>and</strong> a fairly high rate is in residentialaccommodation. There is a very low rate in foster care.The rate of child protection referrals increased substantially between 1998 <strong>and</strong> 2000 <strong>and</strong> is nowhigher than in most other authorities. A high rate of children were subject to a case conferencein 1999-2000 but only a small rate were placed on the child protection register, following steepreductions since 1998-1999. The rate of adoption applications is relatively low.Prompted by the Hammond Inquiry <strong>and</strong> locally-revised procedures, the Inverclyde Child ProtectionCommittee organised multi-disciplinary seminars <strong>and</strong> workshops which provided a template forneighbouring authorities to adopt.155
