Spend per head on social workservices is high.The Council budgeted to spend over £215m on social work services in 2001-2002, in order toprovide social work services in a city where poverty <strong>and</strong> deprivation has a major impact on thelives of many people who are already vulnerable. The consequences of drug misuse have anadditional serious influence on services. The costs of addressing the misuse of drugs distort abudget that might otherwise be better focused on preventative services, particularly foryounger children <strong>and</strong> their families.During the past year the Department has reduced the number of its area social work teamsfrom 17 to 9, which enabled savings of over £1m to be redirected to frontline services.140
