A lower proportion of reports are submitted to the courts in time than inmany other authorities. A high rate of community service orders were made during 2000-2001.The average length of orders was fairly long but they were completed relatively quickly, with 5hours completed on average per week.Drug misuse is a major problem with the rate of misuse of heroin <strong>and</strong> cocaine, the highest inScotl<strong>and</strong>. A specialist drugs court has been established together with Drug Testing <strong>and</strong>Treatment Orders (DTTOs) to address some of the difficulties. However, these <strong>development</strong>splace considerable dem<strong>and</strong>s on criminal justice social work resources. The increasing use ofmethadone as drug of choice is an added complication. In order to ensure the social caresupport necessary to assist addicts, addiction staff are mainstreamed in each area team.Quality assurance for the assessment <strong>and</strong> supervision of offenders has been enhanced by theintroduction of a new electronic case management system, careJust. Staff use a structuredrisk assessment tool, Level of Service-Revised.The Council has established youth justice teams in two pilot areas. Operating within the samemanagement structure as children <strong>and</strong> families, <strong>and</strong> criminal justice area teams, they havebeen designed to work with young offenders in the children’s hearing <strong>and</strong> adult court systems.The teams will work with 14-21 year olds who are involved in serious <strong>and</strong> persistent offending.139
