school as <strong>of</strong> October 2008(TEA, 2008). Harper High School reported an enrollment <strong>of</strong> 213 <strong>in</strong> October2008(TEA, 2008). Both high schools currently use an abst<strong>in</strong>ence only sexual health educationcurriculum, accord<strong>in</strong>g to the policies published on their website and anecdotal data from <strong>Gillespie</strong> TABMeet<strong>in</strong>gs (FISD, 2006). The follow<strong>in</strong>g policy as adopted by the school board <strong>for</strong> each district:Content <strong>of</strong> Human Sexuality InstructionThe Board shall select any <strong>in</strong>struction relat<strong>in</strong>g to human sexuality, sexually transmitted diseases, or humanimmunodeficiency virus (HIV) or acquired immune deficiency syndrome (AIDS) with the advice <strong>of</strong> the localschool health advisory council. The <strong>in</strong>struction must:1. Present abst<strong>in</strong>ence as the preferred choice <strong>of</strong> behavior <strong>for</strong> unmarried persons <strong>of</strong> school age;2. Devote more attention to abst<strong>in</strong>ence than to any other behavior;3. Emphasize that abst<strong>in</strong>ence is the only method that is 100 percent effective <strong>in</strong> prevent<strong>in</strong>g pregnancy, sexuallytransmitted diseases, <strong>in</strong>fection with HIV or AIDS, and the emotional trauma associated with adolescent sexualactivity;4. Direct adolescents to a standard <strong>of</strong> behavior <strong>in</strong> which abst<strong>in</strong>ence be<strong>for</strong>e marriage is the most effective way toprevent pregnancy, sexually transmitted diseases, and <strong>in</strong>fection with HIV or AIDS; and5. Teach contraception and condom use <strong>in</strong> terms <strong>of</strong> human use reality rates <strong>in</strong>stead <strong>of</strong> theoretical laboratoryrates, if <strong>in</strong>struction on contraception and condoms is <strong>in</strong>cluded <strong>in</strong> the curriculum.Education Code 28.004(e)CondomsThe District may not distribute condoms <strong>in</strong> connection with <strong>in</strong>struction relat<strong>in</strong>g to human sexuality.Education Code 28.004(f)Separate ClassesIf the District provides human sexuality <strong>in</strong>struction, it may separate students accord<strong>in</strong>g to sex <strong>for</strong> <strong>in</strong>structionalpurposes.Education Code 28.004(g)Notice to ParentsThe District shall notify a parent <strong>of</strong> each student enrolled <strong>in</strong> theDistrict <strong>of</strong> the basic content <strong>of</strong> the District’s human sexuality<strong>in</strong>struction to be provided to the student and <strong>of</strong> the parent’s rightto remove the student from any part <strong>of</strong> that <strong>in</strong>struction.Education Code 28.004(i)Availability <strong>of</strong> MaterialsThe District shall make all curriculum materials used <strong>in</strong> humansexuality <strong>in</strong>struction available <strong>for</strong> reasonable public <strong>in</strong>spection.Education Code 28.004(j)“We need realistic sexual andreproductive health programs. Ourcommunity is <strong>in</strong> denial concern<strong>in</strong>gpregnancy (teen) and teen sexualactivity.”Community Health SurveyCurrently, the FISD Middle School has an annual program provided by Aim <strong>for</strong> Success, a privateorganization that provides sexual health education around Texas. This one-hour assembly program isprovided to 7 th and 8 th graders with a parent preview provided the even<strong>in</strong>g be<strong>for</strong>e the presentation (KI,2009). A review <strong>of</strong> the website <strong>of</strong> the program (http://www.aim<strong>for</strong>success.org) did not uncover anybehavioral outcome results. A brief phone <strong>in</strong>terview with Aim <strong>for</strong> Success staff member did not clarifythe evidence on which the program was developed (KI, 2009). Phone calls request<strong>in</strong>g data and a morethrough <strong>in</strong>terview were not returned be<strong>for</strong>e the end <strong>of</strong> this research project. An FISD employee recalledthat certa<strong>in</strong> teachers had elected to use more rigorous programm<strong>in</strong>g around sexual health <strong>in</strong> the health<strong>Gillespie</strong> <strong>County</strong> Health Assessment: A <strong>Review</strong> <strong>of</strong> <strong>Teen</strong> <strong>Pregnancy</strong> <strong>in</strong> <strong>Gillespie</strong> <strong>County</strong> Page 5
