THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS(13) <strong>The</strong> State shall pursue the policy <strong>of</strong> creating conditions to graduallyaccelerate rural development, keeping in view the welfare <strong>of</strong> majority <strong>of</strong> therural population.(14) <strong>The</strong> State shall pursue a policy <strong>of</strong> making special provision on the basis <strong>of</strong>positive discrimination for the minorities, landless, squatters, bondedlabourers, persons with disability, backward communities and sections, andthe victims <strong>of</strong> conflict, including women, Dalits, indigenous tribes[AdivasiJanajati], Madhesis and Muslims.(15) <strong>The</strong> State shall pursue a policy <strong>of</strong> providing a minimum required piece <strong>of</strong>land for settlement to the liberated bonded labourers[kamaiyas] havingdetermined their exact numbers.(16) <strong>The</strong> State shall pursue a policy <strong>of</strong> creating basic infrastructure to imparttechnical education, training and orientation for the development <strong>of</strong> that class<strong>of</strong> people dependent on labour including farmers and labourers, to motivatetheir participation in the development process <strong>of</strong> the country.(17) <strong>The</strong> State shall pursue a policy <strong>of</strong> making legal provision for allowancesto the aged, incapacitated women and the unemployed.(18) <strong>The</strong> State shall pursue a policy <strong>of</strong> modernising the traditional knowledge,skills and practices existing in the country by identifying and protecting them.(19) <strong>The</strong> State shall pursue a special policy <strong>of</strong> regulating the operation andmanagement <strong>of</strong> public and non-governmental organizations established inthe country.(20) <strong>The</strong> State shall pursue a special policy <strong>of</strong> mobilizing the youthful humanresources for the development <strong>of</strong> the country.(21) <strong>The</strong> foreign policy <strong>of</strong> <strong>Nepal</strong> shall be based on the principles <strong>of</strong> the UnitedNations Charter, nonalignment, the principles <strong>of</strong> Panchsheel, internationallaw and the norms <strong>of</strong> world peace.(22) <strong>The</strong> State shall pursue a policy <strong>of</strong> making continuous efforts toinstitutionalize peace in <strong>Nepal</strong> through international norms and values, bypromoting cooperative and good relations in economic, social and other sphereswith neighbouring friendly nations and all other countries <strong>of</strong> the world, onthe basis <strong>of</strong> equality.90
