THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS(5) <strong>The</strong> State shall make necessary arrangements to maintain the naturalenvironment. <strong>The</strong> State shall give priority to special protection <strong>of</strong> theenvironment, and rare wildlife, and prevent further damage due to physicaldevelopment activities, by increasing awareness <strong>of</strong> the general public aboutenvironmental cleanliness. Provision shall be made for the protection <strong>of</strong> theforest, vegetation and biodiversity, their sustainable use and for equitabledistribution <strong>of</strong> the benefits derived from them.(6) <strong>The</strong> State shall develop the agriculture sector as an industry by encouragingfarmers and increasing productivity, and by creating conditions for economicprogress <strong>of</strong> the majority <strong>of</strong> the people who are dependent on agriculture.(7) <strong>The</strong> State shall pursue a policy <strong>of</strong> enhancing the participation <strong>of</strong> the labourforce, as the major socio-economic force in the country, in the management <strong>of</strong>enterprises by ensuring their right to work, and by protecting their rights andinterests.(8) <strong>The</strong> State shall pursue a policy <strong>of</strong> encouraging maximum participation <strong>of</strong>women in national development by making special provision for theireducation, health and employment.(9) <strong>The</strong> State shall pursue a policy <strong>of</strong> making special provision for social securityfor the protection and welfare <strong>of</strong> single women, orphans, children, the helpless,the aged, disabled, incapacitated persons and tribes on the verge <strong>of</strong> extinction(10) <strong>The</strong> State shall pursue a policy which will help to uplift the economicallyand socially backward indigenous ethnic groups [Adivasi Janajati], Madhesis,Dalits, as well as marginalized communities, and workers and farmers livingbelow the poverty line by making provisions for reservations in education,health, housing, food security and employment for a certain period <strong>of</strong> time.(11) <strong>The</strong> State shall pursue a policy <strong>of</strong> giving priority to the development <strong>of</strong>science and technology with a view to bring about prosperity in the country,and shall also adopt a policy <strong>of</strong> giving due consideration to the development <strong>of</strong>local technology.(12) <strong>The</strong> State shall, for the purpose <strong>of</strong> national development, pursue a policy<strong>of</strong> attracting foreign capital and technology, giving priority to nationalinvestment.88
