THE INTERIM CONSTITUTION OF NEPAL, 2063 (2007)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTSPART 4RESPONSIBILITIES, DIRECTIVE PRINCIPLES ANDPOLICIES OF THE STATE33. Responsibilities of the StateThe State shall have the following responsibilities:(a) recognizing the need for the functional realisation of the sovereigntythat is inherent in the Nepali people, it is the obligation of the state tofocus the attention of the whole nation on the completion of the electionfor the members of the Constituent Assembly *by the end of 2064 [by 12April 2008 – tr.] in a free and fair manner,(b) to ensure progressive political, economic and social changes in thecountry,(c) to adopt a political system which fully abides by the universally acceptedconcepts of fundamental human rights, multi-party competitivedemocratic system, sovereign authority inherent in the people andsupremacy of the people, constitutional checks and balances, rule oflaw, social justice and equality, independence of judiciary, periodicelections, monitoring by civil society, full independence of the press,right to information of the people, transparency and accountability inthe activities of political parties, people's participation, neutral,competent and clean administration and to maintain good governanceby eliminating corruption and impunity,(d) to carry out an inclusive, democratic and progressive restructuring ofthe State by eliminating its existing form of centralized and unitarystructure in order to address the problems related to women, Dalits,indigenous tribes [Adivasi Janajati], Madhesis, oppressed and minoritycommunies and other disadvantaged groups, by eliminating class, caste,language, gender, cultural, religious and regional discrimination,* Amended on 2064 Paush 13 (December 28, 2007) by the Interim Constitution of Nepal (Third Amendment) Act, 2064.80
