THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTSPART 4RESPONSIBILITIES, DIRECTIVE PRINCIPLES ANDPOLICIES OF THE STATE33. Responsibilities <strong>of</strong> the State<strong>The</strong> State shall have the following responsibilities:(a) recognizing the need for the functional realisation <strong>of</strong> the sovereigntythat is inherent in the <strong>Nepal</strong>i people, it is the obligation <strong>of</strong> the state t<strong>of</strong>ocus the attention <strong>of</strong> the whole nation on the completion <strong>of</strong> the electionfor the members <strong>of</strong> the Constituent Assembly *by the end <strong>of</strong> 2064 [by 12April 2008 – tr.] in a free and fair manner,(b) to ensure progressive political, economic and social changes in thecountry,(c) to adopt a political system which fully abides by the universally acceptedconcepts <strong>of</strong> fundamental human rights, multi-party competitivedemocratic system, sovereign authority inherent in the people andsupremacy <strong>of</strong> the people, constitutional checks and balances, rule <strong>of</strong>law, social justice and equality, independence <strong>of</strong> judiciary, periodicelections, monitoring by civil society, full independence <strong>of</strong> the press,right to information <strong>of</strong> the people, transparency and accountability inthe activities <strong>of</strong> political parties, people's participation, neutral,competent and clean administration and to maintain good governanceby eliminating corruption and impunity,(d) to carry out an inclusive, democratic and progressive restructuring <strong>of</strong>the State by eliminating its existing form <strong>of</strong> centralized and unitarystructure in order to address the problems related to women, Dalits,indigenous tribes [Adivasi Janajati], Madhesis, oppressed and minoritycommunies and other disadvantaged groups, by eliminating class, caste,language, gender, cultural, religious and regional discrimination,* Amended on 2064 Paush 13 (December 28, <strong>2007</strong>) by the <strong>Interim</strong> <strong>Constitution</strong> <strong>of</strong> <strong>Nepal</strong> (Third Amendment) Act, 2064.80
