THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS16. Rights regarding environment and health(1) Every person has the right to live in a clean environment.(2) Every citizen shall have the right to basic health services free <strong>of</strong> cost from theState as provided for in the law.17. Education and cultural rights(1) Each community shall have the right to receive basic education in theirmother tongue as provided for in the law.(2) Every citizen shall have the right to receive free education from the State upto secondary level as provided for in the law(3) Each community residing in <strong>Nepal</strong> has the right to preserve and promote itslanguage, script, culture, cultural civilisation and heritage.18. Rights regarding employment and social security(1) Every citizen shall have the right to employment as provided for in the law.(2)Women, labourers, the aged, disabled as well as incapacitated and helplesscitizens shall have the right to social security as provided for in the law.(3) Every citizen has the right to food *sovereignty as provided for in the law.19. Right to property(1) Every citizen shall, subject to the existing laws, have the right to acquire,own, sell and otherwise dispose <strong>of</strong> property.(2) <strong>The</strong> State shall not, except in the public interest, acquire, or create anyencumbrance on the property <strong>of</strong> any person.Provided that this clause shall not be applicable to property acquiredthrough illegal means.(3) Compensation shall be provided for any property requisitioned, acquiredor encumbered by the State in implementing scientific land reform programmesor in the public interest in accordance with law. <strong>The</strong> amount and basis <strong>of</strong>compensation, and relevant procedure shall be as prescribed by law.70* We have confirmed that "food sovereignty" is the phrase deliberately chosen (see also the Comprehensive PeaceAgreement ) (editors).
