THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS(4) "<strong>The</strong> parties" refers to the party <strong>of</strong> Government <strong>of</strong> <strong>Nepal</strong> (including the<strong>Nepal</strong> Army) and the party <strong>of</strong> the Communist Party <strong>of</strong> <strong>Nepal</strong> (Maoist), (includingthe Maoist Army.)(5) UN Monitoring refers to all efforts by the United Nations Mission to determinerelative [reciprocal] compliance with the terms spelled out in this agreementand to report to all the parties and others concerned its findings.(6) <strong>The</strong> Joint Monitoring Coordination Committee (JMCC) is the monitoring,reporting and coordinating body chaired by the UN with membership <strong>of</strong> theparties. <strong>The</strong> JMCC is responsible for supervising compliance by the partieswith this agreement in accordance with provision 6.1 <strong>of</strong> this agreement.(7) Joint Monitoring Teams (JMTs) are the bodies which will assist in monitoringthe cessation <strong>of</strong> hostilities. <strong>The</strong> Joint Monitoring Teams will be active at theregional and local level and in mobile teams. Each team will be comprised <strong>of</strong>one UN monitor serving as team leader, one monitor from <strong>Nepal</strong> Army andone monitor from the Maoist Army. Joint Monitoring Teams will not be used forweapons storage inspections. Inspections at Maoist army cantonments willtake place with a UN monitoring team and a representative <strong>of</strong> the Maoist army.Inspections at <strong>Nepal</strong> Army barracks will take place with a UN monitoringteam and a <strong>Nepal</strong> Army representative.(8) Maoist army combatants: For purposes <strong>of</strong> this agreement this will includeregular active duty members <strong>of</strong> the Maoist army who joined service before 25May 2006, who are not minors and who are able to demonstrate their service,including by CPN(M) identity card and other means agreed by the parties.1.3 Promotion<strong>The</strong> parties shall promote awareness <strong>of</strong> this agreement, and adherence to itsprovisions, among their commanders, members and affiliated groups.<strong>The</strong> parties, Government <strong>of</strong> <strong>Nepal</strong>, <strong>Nepal</strong> Army (NA), CPN(M) and the Maoist army,shall design, in cooperation with the UN Mission, an awareness programme to ensurethat local communities and the parties' commanders, members and affiliated groupsunderstand the mandate <strong>of</strong> the UN Mission and all <strong>of</strong> the obligations <strong>of</strong> the partiesspelled out in this agreement. <strong>The</strong> information programmes shall include the use <strong>of</strong>meetings and print and electronic media in local languages.308
