THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS3.10. To adopt a policy to provide land and other economic and social securityto the economically backward classes including landless, bonded labours[kamaiyas], tillers[haliyas] pastoral farmers [farm labourers and shepherds][haruwa charuwa].3.11. To adopt a policy <strong>of</strong> severe punishment to any person who acquiresunjust wealth through corruption while holding a government <strong>of</strong>fice <strong>of</strong> pr<strong>of</strong>it.3.12. To build a common development concept for socio-economictransformation and justice as well as to rapidly develop the country and makeit economically prosperous.3.13. To ensure the pr<strong>of</strong>essional [occupational] rights <strong>of</strong> the labourers and followa policy for massive increase in employment and income generation opportunitiesby increasing investment in industries, trade, export promotion etc.4. Management <strong>of</strong> Armies and ArmsIn order to hold the election <strong>of</strong> the Constituent Assembly in a peaceful, impartialenvironment, free <strong>of</strong> fear, and for the democratization and restructuring <strong>of</strong> the army,to carry out the following tasks in accordance with the 12-points understanding,eight-points agreement and 25-points code <strong>of</strong> conduct concluded in the past, thefive-points letter sent to the United Nations and the decision taken in the meeting <strong>of</strong>high level leaders held on November 8, 2006.Regarding the Maoist Army4.1. As per the commitment expressed in the letter sent to the United Nations onbehalf <strong>of</strong> the Government <strong>of</strong> <strong>Nepal</strong> and the CPN (Maoist) on August 9, 2006,combatants <strong>of</strong> the Maoist army shall be confined within the following temporarycantonments in the following places. <strong>The</strong>y shall be verified and monitored bythe United Nations.<strong>The</strong> main cantonments shall be located in the following places1. Kailali2. Surkhet3. Rolpa4. Nawalparasi5. Chitwan6. Sindhuli7. Ilam<strong>The</strong> sub-cantonments around the main cantonments shall be located at the rate <strong>of</strong>three each.280
