THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTSSCHEDULE 4(Relating to Clause (3) <strong>of</strong> Article 166)COMPREHENSIVE PEACE ACCORDCONCLUDED BETWEEN THE GOVERNMENT OFNEPAL AND THE COMMUNIST PARTY OFNEPAL (MAOIST)PreambleRespecting the people's mandate expressed in favour <strong>of</strong> democracy, peace andprogress by the <strong>Nepal</strong>i people through the historic struggles and people'smovement, launched from time to time, since prior to 1950 to till now,Reaffirming full commitment towards the 12-points Understanding, the 8-pointsAgreement reached between the Seven Political Parties and the CommunistParty <strong>of</strong> <strong>Nepal</strong> (Maoist), the 25-points Code <strong>of</strong> Conduct agreed between theGovernment <strong>of</strong> <strong>Nepal</strong> and the CPN (Maoist), the decisions <strong>of</strong> the meeting <strong>of</strong>high level leaders <strong>of</strong> the Seven Political Parties and the CPN (Maoist) held onNovember 8, 2006 including all agreements, understandings, code <strong>of</strong> conductsconcluded between the Government <strong>of</strong> <strong>Nepal</strong> and the CPN (Maoist), andcorrespondence <strong>of</strong> similar view point sent to the United Nations Organisation,Expressing determination to carry out a progressive restructuring <strong>of</strong> the state toresolve the existing problems based on class, caste, region and gender,Reiterating the commitment towards the competitive multiparty democraticsystem <strong>of</strong> governance, civil liberty, fundamental rights, human rights, full pressfreedom and concept <strong>of</strong> rule <strong>of</strong> law including democratic values and norms,Remaining committed to the Universal Declaration <strong>of</strong> Human Rights, 1948and international humanitarian laws and basic principles and values relatingto human rights,272
