THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS151. Pardon*<strong>The</strong> President on the recommendation <strong>of</strong> the Council <strong>of</strong> Ministers may grantpardons [to persons convicted], and suspend, commute or reduce any sentenceimposed by any court, special court, military court or by any other judicial orquasi-judicial, or administrative authority or institution.152. Titles, honours, and decorations(1) Titles, honours or decorations to be conferred on behalf <strong>of</strong> the State shall beconferred by **the President on the recommendation <strong>of</strong> the Council <strong>of</strong> Ministers.(2) No citizen <strong>of</strong> <strong>Nepal</strong> shall, without the approval <strong>of</strong> the Government <strong>of</strong> <strong>Nepal</strong>,accept any title, honour or decoration from the government <strong>of</strong> any foreigncountry.153. <strong>Constitution</strong> <strong>of</strong> the Government Service<strong>The</strong> Government <strong>of</strong> <strong>Nepal</strong> may, in order to run the administration <strong>of</strong> the country,constitute the Civil Service and other government services as required. <strong>The</strong>constitution, operation, and terms and conditions for such services shall be asdetermined by an Act.154. Formation <strong>of</strong> Commissions<strong>The</strong> Government <strong>of</strong> <strong>Nepal</strong> may form necessary commissions to safeguard andpromote the rights and interests <strong>of</strong> different sectors <strong>of</strong> the country includingwomen, Dalits, indigenous ethnic groups[Adivasi Janajati], Madhesi, disabled,labourers or farmers. <strong>The</strong> provisions for the formation, functions, duties andpowers <strong>of</strong> such commissions shall be as determined by the law.154A Constituency Delimitation Commission(1) For the purpose <strong>of</strong> electing members to the Constituent Assembly, theGovernment <strong>of</strong> <strong>Nepal</strong> may form a Constituency Delimitation Commission,with the following Chairperson and members(a) A retired Judge <strong>of</strong> the Supreme Court- Chairperson(b) A geographer- Member(c) A sociologist or demographer- Member(d) An administrator or management expert - Member(e) A special class gazetted <strong>of</strong>ficer <strong>of</strong> theGovernment <strong>of</strong> <strong>Nepal</strong>- Member Secretary238*Amended on 2065 Jestha 15 (May 28, 2008) by the <strong>Interim</strong> <strong>Constitution</strong> <strong>of</strong> <strong>Nepal</strong> (Fourth Amendment) Act, 2065.
