THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS85. Procedure for passage <strong>of</strong> Bills(1) Any member who wants to introduce a Bill in the House shall give at leastseven day's notice to the Secretary General or Secretary <strong>of</strong> the Legislature-Parliament about the Bill.Provided that prior notice <strong>of</strong> five days shall be sufficient for aGovernment Bill.(2) Copies <strong>of</strong> the Bill shall be made available to all members two days before theintroduction <strong>of</strong> the Bill.(3) <strong>The</strong> member who has introduced the Bill may propose the Bill in the Housefor consideration.(4) If the proposal pursuant to clause (3) is accepted, discussion clause by clause<strong>of</strong> the Bill shall be held in the House or in the relevant Committee.(5) <strong>The</strong> member introducing the Bill shall, after the completion <strong>of</strong> the clause byclause discussion on the Bill, if that discussion takes place in the House, or afterthe completion <strong>of</strong> the discussion on the report <strong>of</strong> the Committee, if the clause byclause discussion has taken place in Committee, move a motion in theLegislature- Parliament that the Bill be passed.(6) If the proposal presented pursuant to clause (5) is passed by a simple majority<strong>of</strong> the total number <strong>of</strong> members <strong>of</strong> the House, the Bill shall be deemed to havepassed.86. Withdrawal <strong>of</strong> the Bill<strong>The</strong> member who introduces a Bill may withdraw the Bill with the approval <strong>of</strong>the House.87. Certification <strong>of</strong> the BillA Bill passed by the House shall become an Act after it is certified by *thePresident.**Provided that until the President holds <strong>of</strong>fice after the President's election,the Speaker shall cerify the Bill.* Amened on 2065 Jesth 15 (May 28, 2008) by the <strong>Interim</strong> <strong>Constitution</strong> <strong>of</strong> <strong>Nepal</strong> (Fourth Amendment) Act, 2065.
