THE INTERIM CONSTITUTION OF NEPAL, <strong>2063</strong> (<strong>2007</strong>)AS AMENDED BY THE FIRST TO SIXTH AMENDMENTS† (3) If, when the Legislature-Parliament is not in session or has been adjourned,at least one-fourth <strong>of</strong> all its members submit a request stating that it is desirablethat a session or meeting <strong>of</strong> the Legislature-Parliament be called, Ω the Presidentshall call the session or meeting <strong>of</strong> the Parliament by setting the date and timefor this within a fortnight, and the Legislature-Parliament shall convene orcommence its session on the specified date and at the time thus fixed.Explanation: For the purposes <strong>of</strong> this Clause 'request' should be understood asa written petition submitted by the applicants with their signatures.52. Address by *the President*<strong>The</strong> President shall address the session <strong>of</strong> the Legislature-Parliamentpresenting the annual policy and programmes <strong>of</strong> the Government.53. QuorumExcept as otherwise provided for in this <strong>Constitution</strong>, no proposal or resolutionshall be presented for decision in any meeting <strong>of</strong> the Legislature-Parliamentunless one-fourth <strong>of</strong> the total number <strong>of</strong> members are present.54. Transaction <strong>of</strong> business in case <strong>of</strong> vacancy in membership(1) <strong>The</strong> proceedings <strong>of</strong> the Legislature-Parliament shall be conductednotwithstanding any vacancies in its membership, and no proceedings shallbecome invalid even if it is subsequently found that a person not entitled totake part in the proceedings participated.(2) A Minister, Minister <strong>of</strong> State or Assistant Minister who is not a member <strong>of</strong>the Legislature-Parliament shall be entitled to attend the session <strong>of</strong> Legislature-Parliament or any meeting <strong>of</strong> its Committee.Provided that he/she shall not have the right to vote.55. VotingExcept as otherwise provided for in this <strong>Constitution</strong>, all questions submittedfor decision in the Legislature-Parliament shall be decided by a majority vote<strong>of</strong> the members present and voting.
