India has applied for a loan from the Asian Development Bank (ADB) towards the cost of Uttarakhand PowerSector Investment Program (PFR-4) and it is intended that part of this loan will be used for payments underthe contract named above.2. The Power Transmission Corporation of Uttarakhand Ltd. (PTCUL) had invited bids from eligible biddersthrough e-tendering/paper-based tendering for Construction and completion of 400 KV GIS PipalkotiSubstation which include design, supply, installation, testing and commissioning, complete in allaspects on turnkey basis on 27 December 2012 as per International competitive bidding to beconducted in accordance under ADB's procurement guidelines with Single-Stage: Two-Envelope procedureand was open to all bidders from eligible source countries. The original deadline for Bid Submission was 11February 2013 at 15:00 hours.3. None of the prospective bidders submitted the bids on or before the original deadline for Bid Submission.4. PTCUL now re-invites bids from eligible bidders through e-tendering/paper-based tendering forConstruction and completion of 400 KV GIS Pipalkoti Substation which include design, supply,installation, testing and commissioning, complete in all aspects on turnkey basis.5. 7. A pre-bid conference will be held:i). For ICB No. 3-P/ADB/PTCUL/2012-13/400 KV GIS Pipalkoti Substation at 11:00 Hours on 30 May 2013at the address mentioned in S.N. 5.8. Bidders must deliver their bids through the procedure as defined in BDS sec-2 of the Standard BiddingDocument/tender bid document for:i) ICB No. 3-P/ ADB/PTCUL/2012-13/400 KV GIS Pipalkoti Substation at or before 15:00 Hours on 20June 20139. Bid Security in the amount as specified in the Bidding Document (Data Sheet).10. Technical Bids (Part-I) will be opened:i) For ICB No. 3-P/ADB/PTCUL/2012-13/400 KV GIS Pipalkoti Substation 20 June’2013 at 15:30 Hours11. The PTCUL will not be responsible for costs or expenses incurred by bidders in connection with the deliveryor preparation of bids.12.
