6.4 Copies of the Core Strategy Regulation 25 document, and in some cases notification of this were sent to all consultees previously involved in the LDF process. Who was invited to make comments at Regulation 25 stage? 6.5 Appendix 1 contains a list of those people and organisations consulted at the Regulation 25 stage. Broadly, this was all those who were consulted and who commented on previous consultations. The consultees can be summarised into the following respondent categories: � Individuals � Internal Council groups � Parish and Town Councils � Businesses � Housebuilders, Landowners and Agents � National, Regional and Local Government � Statutory Bodies and Groups � Local Stakeholder Organisations � Schools and Youth Groups � Hard-to-Reach Groups � Individuals/ organizations who participated in the Local Plan Review Issues Paper � Members – through LDF Task Group, DCB and Cabinet, as well as sending copies to all Members. � Developers/ Agents � Interest and Voluntary Groups � Public Sector Bodies � Community facilities How were comments invited at Regulation 25 stage? 6.6 The Core Strategy document was published and copies distributed to consultees on our mailing list. A summary leaflet was also produced to include an introduction to the process/this stage; a summary of main proposals places and general policies; a ‘how to respond’ section and; the next steps. Consultation responses were encouraged through our webbased consultation procedures. This made for easier collation, recording and assessment. Paper copies of the response form were available on request. 6.7 The consultation material was made available to view at the council’s offices at King’s Lynn, Downham Market and Hunstanton, libraries and exhibitions, and on the council’s website. 6.8 Three ‘exhibitions’ were held across the Borough- Hunstanton/Downham/King’s Lynn (to cover parishes in the areas). These were open to Councillors, Parish/Town Councils, stakeholders, community representatives and the general public. A small selection of the exhibition boards was made available in the Council’s Customer Information Centre. The workshops were attended by 115 people. 6.9 Ongoing meetings were held with organisations such as the PCT, utilities, education authorities etc. This was to ensure the potential policies could be implemented, and ran parallel to work on an Infrastructure Study. 6.10 Targeted consultation was carried out with those groups referred to as ‘hard to reach’. Working with the West Norfolk Partnership Community Cohesion Officer we identified those groups to engage with further and the best ways to ensure we do this successfully. Officers attended the following meetings to consult with the representative groups within our community � West Norfolk Youth Forum (Jun 2009) � Advisory Committee for People with Disabilities (March /April 2009) � Diverse Communities Forum (March 2009) 6.11 Further to the discussion within the Advisory Committee for People with Disabilities and the Diverse Communities Forum, representatives on the groups were asked to take the document away and feedback any comments from their organization/ group, and letters and emails were sent out to community representatives to specifically target ‘hard to reach’ groups e.g. older persons in the borough. 6.12 Other methods of publicity included: � Your Council magazine (Autumn 2008). � Advertisements (Friday 6/3/09 – Fri 13/3/09, two editions of the Lynn News Friday, one edition of the Lynn News Tuesday, one edition of the Norfolk Citizen and also one edition of the Fenland Citizen.) � Press Release 19 Feb 2009. � Internal Affairs (Feb 2009) � West Norfolk Partnership ‘Focus’ e-zine (March 2009) � Use of the council’s website and West Norfolk Partnership website.
