<strong>Investment</strong> <strong>in</strong> <strong>Italy</strong>The recipients of these k<strong>in</strong>ds of <strong>in</strong>centives are:• large or medium-sized foreign companies• large or medium-sized Italian subsidiaries of foreign groups• large or medium-sized Italian companies that transferred their headquarters abroadbefore 17 March 2005 and are will<strong>in</strong>g to re<strong>in</strong>vest <strong>in</strong> <strong>Italy</strong>.The <strong>in</strong>vestment programmes are available for the follow<strong>in</strong>g sectors: manufactur<strong>in</strong>g,renewable energy production, bus<strong>in</strong>ess services and tourism. Eligible <strong>in</strong>vestments are those<strong>in</strong> new plants, or <strong>in</strong> the expansion, modernisation, restructur<strong>in</strong>g, conversion, reactivation orrelocation of exist<strong>in</strong>g plants.The eligible regions are Abruzzo, Molise, Campania, Basilicata, Apulia, Calabria, Sicily andSard<strong>in</strong>ia.Investors must apply simultaneously to:• Invitalia• The M<strong>in</strong>istry of Economic Development• the selected regions.2.2.3The National Programme for Research and CompetitivenessThis is the most extensive programme of <strong>in</strong>centives support<strong>in</strong>g research, <strong>in</strong>novation andbus<strong>in</strong>ess development <strong>in</strong> the Convergence regions (Campania, Apulia, Calabria and Sicily)and it is funded by the European Union (the total amount of allocated resources exceedsEUR 6 billion). The programme has two ma<strong>in</strong> targets.The first target – Support for Structural Changes – <strong>in</strong>cludes <strong>in</strong>centives for scientificnetworks and firms, with the aim of promot<strong>in</strong>g substantial changes <strong>in</strong> the bus<strong>in</strong>ess sectorsof the Convergence regions, by start<strong>in</strong>g and/or consolidat<strong>in</strong>g science and technology-basedbus<strong>in</strong>esses. The target areas of activity <strong>in</strong>clude the follow<strong>in</strong>g:• science/technology parks focused on production systems and the promotion of newbus<strong>in</strong>ess <strong>in</strong>itiatives• technology/production parks focused on enhanc<strong>in</strong>g competitiveness <strong>in</strong> the system• networks focused on strengthen<strong>in</strong>g the scientific and technological potential of theConvergence regions• upgrad<strong>in</strong>g of facilities and equipment <strong>in</strong> science and technology• cooperation <strong>in</strong> the fields of science and production.To achieve these objectives, Law no. 297/99 offers grants to companies that <strong>in</strong>vest <strong>in</strong> avariety of <strong>in</strong>dustrial research projects aimed at improv<strong>in</strong>g or develop<strong>in</strong>g products, productionprocesses or services. Assistance is also available for programmes support<strong>in</strong>g <strong>in</strong>frastructureand services <strong>in</strong> the <strong>in</strong>dustrial research sector.
