Introduction from the ITCO PresidentThe world’s tank container fleet hascontinued to grow in recent years, as shippersof bulk liquids, powders and gasesincreasingly select tank containers as a safeand efficient intermodal transport mode.Stakeholders are investing in the tankcontainer industry <strong>be</strong>cause it continues toexhibit year by year growth and <strong>be</strong>cause theindustry maintains stable asset values.Recognising the need for a single source ofinformation about the world’s tank containerfleet, ITCO is this year publishing its first <strong>Tank</strong><strong>Container</strong> <strong>Fleet</strong> <strong>Survey</strong>. The aim of this surveyis to provide statistical data to enablestakeholders to make informed evaluations ofthe market. It is intended to provideinformation that will help stakeholdersevaluate the growth of the tank containerindustry and its leading companies, many ofwhich are mem<strong>be</strong>rs of ITCO.The <strong>Survey</strong> has <strong>be</strong>en compiled with thesupport of ITCO mem<strong>be</strong>rs and is based ondata provided by tank container owningcompanies. It is planned to update the reportperiodically and ITCO welcomes thecontributions from tank container companiesto the future editions of the report, therebyimproving its accuracy.by industry consultants. There are alsoestimates of fleet totals offered by industrystakeholders, trade associations and otherobservers. Methodology and Way ForwardThe tank container is a highly regulated modeof freight transport, which is required to meetstringent standards of operation, includingperiodic inspection and renewal of testcertification. However, there is nogovernmental register of world-wide tankcontainers. Data must <strong>be</strong> collected bysystematically requesting tank operators andother owners to provide their fleet num<strong>be</strong>rs;and manufacturers to report new production.Inspection companies have also <strong>be</strong>enconsulted to help provide an estimate of tanksperiodically tested annually.Bureau International des <strong>Container</strong>s (BICCode) register the tank container serialnum<strong>be</strong>r prefix but its database does notprovide information on the num<strong>be</strong>r ofcontainers by container type.Where firm data is not available, this <strong>Survey</strong>provides estimates, established by consultingexperienced industry representatives.Readers will <strong>be</strong> able to make their ownjudgement of accuracy of information fromthe information source key.The difficulty of compiling a global fleetsurvey is not due to any shortage ofinformation provided by the leading globaloperator fleets, but <strong>be</strong>cause of the limitationsin accessing the myriad of smaller tankcontainer operators, many of them workingon a regional basis. Asia, India and Russia, forexample, have many tank container operatorsand transporters that are not easilycontactable, within the time constraints of a<strong>Survey</strong> such as this. It cannot <strong>be</strong> certain thatall tank container operators have <strong>be</strong>enlocated and for that reason an estimate has<strong>be</strong>en made of other operators within a region.Nevertheless, the num<strong>be</strong>r of operators thatare listed is extensive and any missingoperators and their tanks could <strong>be</strong> withinreasonable margins of error that should <strong>be</strong>incorporated in any statistical work that might<strong>be</strong> derived from this survey.It is also difficult to compile a list of fleetsowned by the many manufacturers andshippers of cargo, who also own tankcontainers. (In the tables published, thissector is referred to as “producers”). Inaddition, tank containers are also owned bymilitary authorities, rail companies, shippinglines, road companies and the oil industry.Estimates of the total are included in the<strong>Survey</strong>.The global tank container fleet comprises arange of tank types, including tanks forliquids, liquefied gases, swap tanks and anum<strong>be</strong>r of other specials. <strong>Tank</strong>s <strong>be</strong>low 20ftlength such as offshore oil industry tanks arenot included in this <strong>Survey</strong>. Whereas the datacollection process provided insights into thequantity of tanks by type, the informationreceived at this time is not sufficientlycomprehensive to provide a worthwhilebreakdown by type. Accordingly, the totalfleet num<strong>be</strong>r includes different tank types butthe majority of the fleet are ISO dimensionedunits.Definitions<strong>Tank</strong> <strong>Container</strong> Operators are third partylogistics companies that provide a door todoor service to producers and others thatrequire transport of bulk cargo. The fleetlisting for each company includes all tanksoperated by that company, regardless ofwhether the tanks are owned outright,managed, leased or other financial structureused to acquire the asset.Leasing companies are providers of tankcontainers to operators, producers andothers, usually on a contractual term basiswhere the lessee takes quiet possession andoperates that tank as if it were owned.Leasing company fleet listings include all tankswithin the leasing company fleet includingowned outright, managed on <strong>be</strong>half of otherowners and any other means of acquisition.Leasing company fleet listings are notincluded in the total industry fleet figures,except for the relatively few estimated stocks3


that are undergoing turnaround maintenanceand testing. The reason for this is that theleased tanks are included in operator,producer/shipper and other fleets.Producer and Others fleets comprise tankcontainers operated by chemical and foodproducers (often referred to as shippers),together with tanks operated by others suchas rail, military, shipping lines, oil industry.These fleets are the most challenging toassess <strong>be</strong>cause of the vast num<strong>be</strong>rs ofproducers and others worldwide and <strong>be</strong>causetank containers are not generally part of thecompany core business and do not feature inannual reports. Whereas there is a majortrend for producers and others to outsourcetank logistics to tank container operators,there remains a significant fleet of tanksoperated by producers and others, especiallyso for special tanks manufactured or modifiedto meet a specific need.Many of these producer and other fleets areleased. It is estimated that on average about35 per cent of the total leasing company fleetis leased to producers and others.Accordingly, it might <strong>be</strong> that it is reasonableto suppose that producers and others own onaverage about a similar quantity of tanks tothat leased into their fleets (i.e. someproducers and others own tanks outright,some lease entirely and some a combinationof both). That is the basis of this <strong>Survey</strong>’sestimate of producer and other fleets.Informed readers are therefore able to adjustthe totals to their own data.<strong>Tank</strong> containers remain in service for manyyears, typically more than 20 years and oftenthe life is extended further by the process ofremanufacture. Nevertheless owners disposeof tank containers for various commercial andtechnical reasons and these units are mostlyacquired and converted into other uses bothfor transport and storage. It is estimated thatannually about 3000 tanks are sold onto otheruses but in the main the tanks remain in theglobal fleet. Although some are sold to scrap,especially when the commercial price of thestainless steel scrap is high, this amounts to aminority. An estimate of the total remarketedtanks is accounted within the scopeof producers and others.4
