PUBLIC INVOLVEMENTAn integral part <strong>of</strong> the preparation <strong>of</strong> the<strong>North</strong> <strong>Peoria</strong> ADMP was public and communityparticipation. Ninety-eight percent <strong>of</strong> theproperty in the study area is held by federal,state and private interest with the majority <strong>of</strong>the private interest (approximately 31% <strong>of</strong> thearea) held by a few individuals or partnershipsthat are planning on developing theirproperty. Typically, private lands are undevelopedand owners are absentee owners. Thenature and distribution <strong>of</strong> land ownershipdoes not lend itself to a typical public involvementprocess <strong>of</strong> conducting a series <strong>of</strong> publicinformation meetings. A public outreach programconsisting <strong>of</strong> questionnaires, newsletters,individual meetings with landownersand federal, state and local agencies and apublic meeting was initiated to obtain publicand community participation.3XEOLF:RUNVKRSLandowners in the area were notified <strong>of</strong> thedevelopment, goals, and progress <strong>of</strong> the planthrough individual mailings <strong>of</strong> newsletters,questionnaires, and public announcements inlocal newspapers. A public workshop washeld to present data collection results, policydevelopment, alternative stormwater managementapproaches developed for the plan andto obtain comments and suggestions from participants.Throughout the term <strong>of</strong> the project, individualmeetings were held with engineers and/orplanners representing the interests <strong>of</strong> ongoingdevelopment projects. Development projectswithin the plan area include Lake PleasantVistas, Saddleback Heights, White PeaksRanch, Lake Pleasant Heights, Lakeland Village,Upco, and the groundwater rechargeproject conducted by the Central ArizonaProject.FLOOD CONTROL MANAGEMENTALTERNATIVES DEVELOPMENT ANDEVALUATIONThe <strong>North</strong> <strong>Peoria</strong> ADMP provides a regionalapproach to flood control management.Development <strong>of</strong> flood control managementalternatives and policies that forms the foundation<strong>of</strong> the plan takes into account engineering,environmental, landscape, social andeconomic considerations. Watershed managementalternatives are developed to mitigate/minimize the effect <strong>of</strong> urbanization on stormwaterrun<strong>of</strong>f and conveyance while recognizingthe values <strong>of</strong> the community and theopportunity to protect the unique characteristics<strong>of</strong> the region. <strong>Flood</strong> control managementalternatives are evaluated on how well eachalternative meets the goals <strong>of</strong> the <strong>North</strong> <strong>Peoria</strong>ADMP. The primary purpose for flood controlmanagement alternative development andevaluation is to develop a range <strong>of</strong> plans thatprovides public safety from flood and erosionhazards, determine the cost and benefits <strong>of</strong>each alternative, qualitatively determineimpacts <strong>of</strong> the alternative on identified environmentalresources and to select a preferredmanagement plan.FLOOD CONTROL MANAGEMENTALTERNATIVES<strong>Flood</strong> control management alternatives developedand evaluated for the <strong>North</strong> <strong>Peoria</strong>ADMP are categorized into two groups:watercourse management.
