INTRODUCTIONThe natural physical character of the NorthPeoria Area Drainage Master Plan study areais unique to north central Maricopa County,the City of Peoria, and the Phoenix metropolitanarea. The area is characterized by diverselandforms, sinuous washes that dissect theterrain, and varied plant communities. Thearea is also rich in wildlife, and historical andcultural resources. The natural topographyand vegetation types associated with topographyoffer a scenic quality that is unparalleledanywhere else in the valley. The natural physicalcharacter also includes flood prone areasand associated erosion hazards which arepublic safety concerns.7ZLQ%XWWHVDue to impending development pressures innorth Peoria, the Flood Control District ofMaricopa County (District) in cooperationwith the City of Peoria and under the authorityof Arizona Revised Statutes (ARS) Title 48,Chapter 21, initiated the North Peoria AreaDrainage Master Plan (North Peoria ADMP).The North Peoria ADMP is a regionalapproach to watershed management. TheDistrict prefers a regional approach to watershedand floodplain management because itenables the District to develop flood controlstrategies that are both sustainable and sensitiveto the environment. This approach worksto minimize the public cost of protecting citizensfrom flooding that may result from privateand public development’s cumulativeeffect on drainage characteristics. The NorthPeoria ADMP provides a uniform and coordinatedapproach to watershed management. Amulti-faceted approach will ensure thatpresent and future residents are protectedfrom the damaging effects of flooding.The District contracted with Stantec ConsultingInc. (Stantec) to develop the North PeoriaADMP. Stantec assembled a qualified teamconsisting of hydrologists, engineers, environmentalengineers, archeologists, landscapearchitects, and planners to assist in the developmentand evaluations of flood control managementalternatives. The team worked withDistrict and City of Peoria personnel in thepreparation of the ADMP.The North PeoriaADMPstudy areaencompassesapproximately73 square mileswithin unincorporatedMaricopaCounty and theCity of Peoria.Numerouswatershedsdrain the areato the AguaFria River.Major watercoursesdrainingto the Agua0RUJDQ&LW\:DVKFria River are Morgan City Wash, nineunnamed washes, Caterpillar Tank Wash andTwin Buttes Wash. Approximately 66 linearmiles of watercourses are considered in thedevelopment of the North Peoria ADMP. Thestudy area does not include the Agua FriaRiver and associated 100-year floodplain. These residents and businesseswill expect protection from naturalhazards (such as flooding and erosion hazards)that complements the natural environmentand scenic beauty of their community.To meet these expectations a comprehensiveregional approach to watershed and floodcontrol management is developed. The purposeof the North Peoria ADMP is to identifyflooding and drainage patterns and recommendsustainable strategies that will protectthe public from flooding and erosion hazards.The North Peoria ADMP presents aholistic management approach in that watershedmanagement solutions take into accountenvironmental, landscape, social and economicconsiderations.
