Several countrieshave adopted no-net-loss or net gain asan overarching policy goal, for example,‘no net loss’ goal for wetl<strong>and</strong>s, etc.Source: Business <strong>and</strong> <strong>Biodiversity</strong>Offsets Programme; <strong>Biodiversity</strong> ImpactAssessment (IAIA, 2005)The CBD Voluntary Guidelines <strong>on</strong> <strong>Biodiversity</strong>-inclusive EIA <strong>and</strong> SEA 29 recommend the identificati<strong>on</strong><strong>and</strong> mapping of valued ecosystem services so that these can help influence the type of alternatives<strong>and</strong> mitigati<strong>on</strong> measures c<strong>on</strong>sidered.Tables 11, 12 <strong>and</strong> 13 provide examples of alternatives <strong>and</strong> mitigati<strong>on</strong> measures c<strong>on</strong>cerning keyclimate change mitigati<strong>on</strong>, climate change adaptati<strong>on</strong>, <strong>and</strong> biodiversity c<strong>on</strong>cerns. These should beadapted in light of the specificities of each individual case.‘No-regret’ measures‘No-regret’ measures are activities that yield benefits even in the absence of climate change. In many locati<strong>on</strong>s, theimplementati<strong>on</strong> of these acti<strong>on</strong>s c<strong>on</strong>stitutes a very efficient first step in a l<strong>on</strong>g-term adaptati<strong>on</strong> strategy. Forexample, c<strong>on</strong>trolling leakages in water pipes or maintaining drainage channels is almost always c<strong>on</strong>sidered a verygood investment from a cost–benefit analysis perspective, even in absence of climate change. Improving buildinginsulati<strong>on</strong> norms <strong>and</strong> climate-proofing new buildings is another example of a no-regret strategy, since this acti<strong>on</strong>increases climate robustness while energy savings can often pay back the additi<strong>on</strong>al cost in <strong>on</strong>ly a few years.Once ‘no-regret’ measures have been identified, it is important to know why they are not implemented yet.
