Table 5: Key aspects of biodiversity policyPolicy resp<strong>on</strong>seObjectives <strong>and</strong> targetsThe Habitats Directive <strong>and</strong>the Birds Directive• The Habitats Directive <strong>and</strong> the Birds Directive seek to protect sites of particularimportance for biodiversity— these sites form a network referred to as Natura 2000.• Member States are required to designate <strong>and</strong> manage Natura 2000 network siteswithin their borders. This includes habitat <strong>and</strong> species c<strong>on</strong>servati<strong>on</strong>, <strong>and</strong> reducing theimpact of building new infrastructure <strong>and</strong> of other human activities. This is achieved inpart by applying Article 6(3) <strong>on</strong> ‘appropriate assessments’.• The two directives create provisi<strong>on</strong>s for the protecti<strong>on</strong> of certain species of flora <strong>and</strong>fauna when they occur in the wider natural envir<strong>on</strong>ment.• Article 10 of the Habitats Directive recognises the importance of ensuring theecological coherence of Natura 2000 sites.The C<strong>on</strong>venti<strong>on</strong> <strong>on</strong>Biological Diversity (CBD)• The CBD is the main internati<strong>on</strong>al agreement governing biodiversity policy. The EU <strong>and</strong>its Member States are all parties to the c<strong>on</strong>venti<strong>on</strong>. Article 14 of the CBD, <strong>on</strong> ImpactAssessment <strong>and</strong> Minimising Adverse Impacts, requires that a project’s potentialadverse impact <strong>on</strong> biodiversity be taken <strong>into</strong> account.Nagoya Protocol • The Nagoya Protocol <strong>on</strong> Access to Genetic Resources <strong>and</strong> the Fair <strong>and</strong> EquitableSharing of Benefits Arising from their Utilisati<strong>on</strong> to the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> BiologicalDiversity (adopted in Nagoya, October 2010) is a legally binding agreement thataddresses two issues:o How states provide access to genetic resources <strong>and</strong>/or associated traditi<strong>on</strong>alknowledge under their jurisdicti<strong>on</strong>; <strong>and</strong>o What measures they take to ensure that benefits of using such resources <strong>and</strong>/orknowledge are shared with provider countries, including indigenous <strong>and</strong> localcommunities?Strategic Plan for<strong>Biodiversity</strong> 2011-2020 <strong>and</strong>the Aichi TargetsEU 2020 <strong>Biodiversity</strong>Strategy• The Strategic Plan for <strong>Biodiversity</strong> 2011-2020 (adopted in Nagoya, October 2010) aimsto inspire acti<strong>on</strong> in support of biodiversity by all countries <strong>and</strong> stakeholders over thenext decade.• The Strategic Plan includes 20 headline targets, collectively known as the AichiTargets. They are organised under five strategic goals that address the underlyingcauses of biodiversity loss, reduce the pressures <strong>on</strong> biodiversity, safeguard biodiversityat all levels, enhance its benefits, <strong>and</strong> provide for capacity-building.• Our life insurance, our natural capital: an EU biodiversity strategy to 2020 is in line withthe two commitments made by EU Heads of State <strong>and</strong> Government in March 2010 —halting the loss of biodiversity <strong>and</strong> the degradati<strong>on</strong> of ecosystem services in the EU by2020, <strong>and</strong> restoring them in so far as feasible, while stepping up the EU c<strong>on</strong>tributi<strong>on</strong> toaverting global biodiversity loss.• The l<strong>on</strong>g-term goal states that ‘by 2050, European Uni<strong>on</strong> biodiversity <strong>and</strong> theecosystem services it provides — its natural capital — are protected, valued <strong>and</strong>appropriately restored for biodiversity’s intrinsic value <strong>and</strong> for their essentialc<strong>on</strong>tributi<strong>on</strong> to human wellbeing <strong>and</strong> ec<strong>on</strong>omic prosperity, <strong>and</strong> so that catastrophicchanges caused by the loss of biodiversity are avoided.’• The Strategy is also in line with the global commitments world leaders made in Nagoyain October 2010, when, in the c<strong>on</strong>text of the CBD, they adopted a package of measuresaddressing global biodiversity loss over the next decade (described above).• The emphasis is <strong>on</strong> the essential c<strong>on</strong>tributi<strong>on</strong> of biodiversity <strong>and</strong> ecosystem services tohuman wellbeing <strong>and</strong> ec<strong>on</strong>omic prosperity, <strong>and</strong> avoiding catastrophic changes causedby the loss of biodiversity. This represents a significant change in approach for theimpact assessment process, from reducing impact to actively improving (restoring)biodiversity as a whole <strong>and</strong> ensuring ‘no-net-loss’.• The main targets of the Strategy cover:o full implementati<strong>on</strong> of EU legislati<strong>on</strong> <strong>on</strong> protecting biodiversity;o better protecti<strong>on</strong> for ecosystems <strong>and</strong> more use of green infrastructure;o more sustainable agriculture <strong>and</strong> forestry;o better fish stock management;o tighter c<strong>on</strong>trols <strong>on</strong> invasive alien species, including adopting new legislati<strong>on</strong> to fillexisting policy gaps;o a more significant EU c<strong>on</strong>tributi<strong>on</strong> to averting global biodiversity loss.<str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>on</strong> integrating climate change <strong>and</strong> biodiversity <strong>into</strong> SEA 27
