2.2 Benefits of c<strong>on</strong>sidering climate change <strong>and</strong> biodiversity within SEAsSEA is not an end in itself. It is the appropriate tool for including envir<strong>on</strong>mental c<strong>on</strong>siderati<strong>on</strong>s whendeveloping a PP. This guidance document seeks to dem<strong>on</strong>strate the benefits of incorporating climatechange <strong>and</strong> biodiversity from the early stages of developing a PP.2.2.1 Delivery of climate <strong>and</strong> biodiversity objectivesFor many types of PPs, the SEA is the <strong>on</strong>ly legally required tool that requires planners to c<strong>on</strong>sider theenvir<strong>on</strong>ment at an early stage of development, when alternatives are still open. For climate changethis might include:• underst<strong>and</strong>ing the potential greenhouse gas (GHG) emissi<strong>on</strong>s from the implementati<strong>on</strong> of thePP <strong>and</strong> potential alternatives to avoid or reduce these effects;• c<strong>on</strong>sidering flood risk plans/maps in the c<strong>on</strong>text of different l<strong>and</strong> uses; <strong>and</strong>• exploring any c<strong>on</strong>flicts <strong>and</strong> synergies between climate change mitigati<strong>on</strong> <strong>and</strong> adaptati<strong>on</strong>,therefore avoiding maladaptati<strong>on</strong>.For biodiversity this might include:• assessing the spatial c<strong>on</strong>text of biodiversity (e.g. possible applicati<strong>on</strong> of ecosystem servicesmapping/assessment); <strong>and</strong>• addressing the objectives of the EU 2020 <strong>Biodiversity</strong> Strategy 5 <strong>and</strong> the Member Statesmeasures put in place to implement that Strategy.2.2.2 Compliance with EU <strong>and</strong> nati<strong>on</strong>al legislati<strong>on</strong> <strong>and</strong> policiesClearly, assessing climate change <strong>and</strong> biodiversity issues in SEAs will facilitate compliance with theSEA Directive <strong>and</strong> nati<strong>on</strong>al SEA laws. Moreover, climate change <strong>and</strong> biodiversity are the subjects of amany pieces of EU legislati<strong>on</strong>, policies <strong>and</strong> strategies, including binding targets for Member States.Each Member State is also likely to have a suite of legislative instruments relevant to climate change<strong>and</strong> biodiversity (e.g. building codes to promote energy efficiency, planning polices to minimise theneed to travel <strong>and</strong> avoid development in areas at risk from flooding, species <strong>and</strong> site protecti<strong>on</strong> <strong>and</strong>management requirements).Programmes to be funded under the Structural Funds <strong>and</strong>/or the Cohesi<strong>on</strong> Fund (over the 2014-2020 period) also need to c<strong>on</strong>sider the ex-ante c<strong>on</strong>diti<strong>on</strong>alities 6 linked with climate change aspects,which need to be met by the Member States.The c<strong>on</strong>siderati<strong>on</strong> of climate change <strong>and</strong> biodiversity will also feed <strong>into</strong> the planning of any projectsthat result from the implementati<strong>on</strong> of a particular PP, as well as any associated EIAs or Article 6(3)appropriate assessments under the Habitats Directive.5 Communicati<strong>on</strong> from the Commissi<strong>on</strong> to the European Parliament, the Council, the Ec<strong>on</strong>omic <strong>and</strong> Social Committee <strong>and</strong> the Committeeof Regi<strong>on</strong>s, Our life insurance, our natural capital: an EU biodiversity strategy to 2020, EC, COM(2011) 244 final.6 As laid down in the amended proposal for a regulati<strong>on</strong> of the European Parliament <strong>and</strong> of the Council laying down comm<strong>on</strong> provisi<strong>on</strong>s <strong>on</strong>the European Regi<strong>on</strong>al Development Fund, the European Social Fund, the Cohesi<strong>on</strong> Fund, the European Agricultural Fund for RuralDevelopment <strong>and</strong> the European Maritime <strong>and</strong> Fisheries Fund covered by the Comm<strong>on</strong> Strategic Framework <strong>and</strong> laying down generalprovisi<strong>on</strong>s <strong>on</strong> the European Regi<strong>on</strong>al Development Fund, the European Social Fund <strong>and</strong> the Cohesi<strong>on</strong> Fund <strong>and</strong> repealing CouncilRegulati<strong>on</strong> (EC) No 1083/2006, COM/2012/0496 final — 2011/0276(COD).16 <str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>on</strong> integrating climate change <strong>and</strong> biodiversity <strong>into</strong> SEA
