Operational Aspects of EIA4.3.5 Testing the Significance of impactsThe following set of conditions may be used as the checklist for testing the significance ofthe impacts and also to provide information in Column IV of Form 1.Will there be a large change in environmental conditions?Will new features be out-of-scale with the existing environment?Will the effect be unusual in the area or particularly complex?Will the effect extend over a large area?Will there be any potential for trans-frontier impact?Will many people be affected?Will many receptors of other types (fauna and flora, businesses, facilities) beaffected?Will valuable or scarce features or resources be affected?Is there a risk that environmental standards will be breached?Is there a risk that protected sites, areas, features will be affected?Is there a high probability of the effect occurring?Will the effect continue for a long time?Will the effect be permanent rather than temporary?Will the impact be continuous rather than intermittent?If it is intermittent will it be frequent rather than rare?Will the impact be irreversible?Will it be difficult to avoid, or reduce or repair or compensate for the effect?For each “Yes” answer in column 3, the nature of effects and reasons for it should berecorded in column 4. The questions are designed so that a “Yes” answer in column 3,will generally point towards the need for analyzing for the significance and requirementfor conducting impact assessment for the effect.4.3.6 Terms of reference for EIA studiesToR for EIA studies w.r.t the tanneries (leather / hides/ skins processing industry) mayinclude but not limited to the following:Executive summary of the project – giving a prima facie idea of the objectives of theproposal, use of resources, justification, etc. In addition, it should provide acompilation of EIA report including EMP and the post-project monitoring plan inbrief.Project descriptionJustification for engaging a particular type of process (raw hide/skin into semifinishing or finished leather, semi finished leather to finished leather, dry finishingoperations, chrome/vegetable tanning, etc.).Justification for selecting the proposed unit size.Land requirement for the project including its break up for various purposes, itsavailability and optimization.Details of proposed layout clearly demarcating various units within the plant.Details regarding complete leather/ skin/ hide processing including the usage ofsulfides, nitrogen compounds, chromium or other tanning agents, post-tanningchemicals, biocides, etc., along with the material balance shall be provided.TGM for Tanneries August 20104-16
