Operational Aspects of EIA4.2 ScreeningScreening of the project shall be performed at the initial stage of the project developmentso that proponents are aware of their obligations before deciding on the budget, projectdesign and execution plan.This stage is applicable only for Category ‘B’ developmental activity i.e., if generalconditions are applicable for a Category B project, then it will be treated as Category Aproject. Besides, screening also refers to the classification of Category B projects intoeither Category B1 or Category B2. Category B1 projects require to follow all the stages,that are applicable for a Category A project, but are processed at the SEIAA/UTEIAA.Category B2 projects, on the other hand, do not require either EIA or public consultation.As per the Notification, classification of the Category B projects falls under the purviewof the SEAC. This manual provides certain guidelines to the stakeholders for classificationof Category B1 and Category B2.4.2.1 Applicable conditions for Category B projectsGeneral conditionsAny leather/skin/hide processing project usually falling under Category B will betreated as Category A, if located in whole or in part within 10 km from the boundaryof:− Protected areas notified under the Wild Life (Protection) Act,1972− Critically polluted areas as notified by the CPCB from time to time− Eco-sensitive areas as notified under Section 3 of the E(P) Act, 1986, such asMahabaleshwar, Panchgani, Matheran, Panchmarhi, Dahanu, Doon valley and− Inter-State boundaries and international boundaries – provided that the requirementregarding distance of 10 km of the inter-state boundaries can be reduced orcompletely done away with by an agreement between the respective States/UTssharing the common boundary in case the activity does not fall within 10 km of theareas mentioned aboveIf any of the conditions listed in above general condition applies, then a Category Bproject will be treated as Category AThe SEIAA shall base its decision on the recommendations of a State/UT level SEACfor the purpose of environmental clearance.In the absence of a duly constituted SEIAA or SEAC, a Category B project shall beappraised at the Central level i.e., at the MoEF The EAC at the State/UT level shall screen the projects or activities in Category B.SEAC shall meet at least once every monthTGM for Tanneries August 20104-5
