P o r t o f W e i p a P o r t H a n d b o o kPage | 11.0 <strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Port</strong>s (NQBP)Overview<strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Port</strong>s Corporation Limited (NQBP) is the port authority for the <strong>Port</strong> <strong>of</strong><strong>Weipa</strong> and four other ports throughout the state. In 2011-12, NQBP ports collectively handledalmost 124 million tonnes throughput, making a vital contribution to the export performance <strong>of</strong><strong>Queensland</strong> and Australia.NQBP trading ports handle bulk shipments <strong>of</strong> coal, bauxite, grain, petroleum, sugar/sugarproducts and molasses, as well as general cargo.<strong>Weipa</strong>Figure 1 NQBP <strong>Port</strong>s with <strong>Weipa</strong> highlighted


P o r t o f W e i p a P o r t H a n d b o o kPage | 22.0 The <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong>2.1 DESCRIPTIONLocated on the north-west coast <strong>of</strong> Cape York Peninsula, the <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong>’s main activity isthe export <strong>of</strong> bauxite (aluminium ore) from the Rio Tinto Alcan mine.There are four berths located at the <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong>:Lorim Point East Wharf – managed by Rio Tinto Alcan for bauxite export;Lorim Point West Wharf – managed by Rio Tinto Alcan for bauxite export;Evans Landing Wharf – managed for Rio Tinto Alcan by Shell for the importing <strong>of</strong> fueland oil; andHumbug Point Wharf – managed for Rio Tinto Alcan by Toll Marine for the importing <strong>of</strong>general cargo.Maritime Safety <strong>Queensland</strong> (MSQ) provides pilotage and NQBP undertakes regular dredgingto maintain the shipping channels.2.2 FACILITIESThe commercial facilities at <strong>Weipa</strong> are operated by Rio Tinto Alcan and consist <strong>of</strong> onshorebauxite handling, processing and stockpiling facilities and conveyors running to Lorim PointEast and West Wharves for shiploading.Rio Tinto Alcan refurbished the Lorim Point West Wharf and constructed a second shiploaderin 2005 on this wharf, resulting in an increase <strong>of</strong> its shiploading capacity.Other port facilities include Humbug Point Wharf which handles imports <strong>of</strong> general cargo andEvans Landing Wharf which is the centre for fuel imports. There are also berths for tugsoperated by Svitzer Australasia that are located on the inside <strong>of</strong> the Lorim Point East Wharf.Note: There is an agreed ‘common user’ arrangements procedure for Humbug Point WharfUsage. Please refer to Appendix 1 at the end <strong>of</strong> this handbook for details.


P o r t o f W e i p a P o r t H a n d b o o kPage | 32.3 TRADEThe <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong> handled 475 ships in 2011–12, carrying 24,980,619 tonnes <strong>of</strong> bauxite,which was another record figure. In addition, 63,614 tonnes <strong>of</strong> fuel and 48,290 tonnes <strong>of</strong>general cargo were handled.2.4 TRANSPORT LINKS<strong>Weipa</strong> has a population <strong>of</strong> about 3,470 people (Office <strong>of</strong> Economic and Statistical Research2011). The town was constructed by Rio Tinto Alcan in the 1960s to house its miningworkforce. Today it is the regional hub <strong>of</strong> the Western Cape, hosting many businesses andgovernment services. The communities <strong>of</strong> Napranum, Aurukun and Mapoon have all beendeveloped on the site <strong>of</strong> former Presbyterian mission stations.The nearest regional centre is Cairns which is about 804 km south-east <strong>of</strong> <strong>Weipa</strong>. Cairns hasa population <strong>of</strong> about 163,000 (Office <strong>of</strong> Economic and Statistical Research 2011).2.4.1 AIRPORTThe <strong>Weipa</strong> airport has daily flights to Cairns operated by Qantas 1 . Cairns airport <strong>of</strong>fers bothdomestic and international services.2.4.2 BUSDue to the remote location <strong>of</strong> <strong>Weipa</strong>, there is no bus transport to larger centres.1 Correct as at 3 December 2012.


P o r t o f W e i p a P o r t H a n d b o o kPage | 43.0 <strong>Port</strong> Authority Role at <strong>Weipa</strong>As the port authority for <strong>Weipa</strong>, NQBP’s key roles are to:manage and develop (or facilitate development by others) suitable port facilities andinfrastructure to cater for existing and future trade needs;work with port users and tenants co-operatively to promote port business growth;promote the <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong> as the port <strong>of</strong> choice to service the Gulf communities;maintain appropriate levels <strong>of</strong> port security and safety;co-ordinate first strike ship-sourced marine pollution emergency response;protect the environment by minimising the impact <strong>of</strong> development; andbe committed to, and have regard for the interests <strong>of</strong> the community.NQBP provides a key service in the port by maintaining shipping channels and swing basinsfor trading ships through a regular maintenance dredging program. These refineries produce alumina as feedstock for Rio Tinto’ssmelting operations and for sale on the international market.Rio Tinto Alcan supports Native Title rights and has continued its mining operations inconsultation with the Traditional Owners <strong>of</strong> the region. Main engine and propulsion unitsmust be at a state <strong>of</strong> readiness while alongside the terminal at all times. A permit mustbe given by the terminal if the engines are to be immobilised while alongside the berth.d) Sailing is on the flood tide, normally about one hour before HW dependent on berthconditions and location.e) Minimum static under keel clearance <strong>of</strong> 0.3 m is to be maintained while berthed.f) Minimum static under keel clearance for <strong>Weipa</strong> South Channel is 1.2 m.g) Dynamic under keel clearance (DUKC) is in use for vessels departing Lorim Point.(RTA Terminal Requirements and Transport and Main Roads 2012).7.5 DEPARTURE CHANNELA departure channel has been established with a depth <strong>of</strong> 11.3 m at LAT. 7.7 PILOTAGEP o r t o f W e i p a P o r t H a n d b o o kPage | 107.7.1 GENERALPilotage is the responsibility <strong>of</strong> MSQ. To view their requirements, visithttp://www.msq.qld.gov.au/Shipping/<strong>Port</strong>-procedures/<strong>Port</strong>-procedures-weipa.aspx.The Transport Operations (Marine Safety) Act 1994 specifies that, unless a current PilotageExemption Certificate (PEC) is held by the master <strong>of</strong> a ship, pilotage is compulsory for:a ship that is 50 m or more;a vessel towing another vessel where the combined length <strong>of</strong> the vessels is 50 m ormore;a ship whose owner or master asks for the services <strong>of</strong> a pilot; ora ship whose master is directed by the Harbour Master to use the services <strong>of</strong> a pilot.7.7.2 REQUEST FOR PILOTThe requirements <strong>of</strong> the Transport Operations (Marine Safety) Regulation 2004 must beobserved for all bookings. MSQ provides a pilotage service for ship arrivals, departures andremovals. All pilot transfers are carried out by pilot launch.Ships requiring the services <strong>of</strong> a pilot in the <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong> are required to submit arrival,removal and departure notices no less than the indicated number <strong>of</strong> hours before the desiredmovement: Arrivals 48 hours Removals 24 hours Departures 24 hoursInitial notification should be made via the QSHIPS websitehttp://www.qships.transport.qld.gov.au/Public/PublicMovements.aspx (Transport and MainRoads 2010).It is best to confirm this information with MSQ. To view their requirements visithttp://www.msq.qld.gov.au/Shipping/<strong>Port</strong>-procedures/<strong>Port</strong>-procedures-weipa.aspx.7.8 TIDES<strong>Weipa</strong> has a "diurnal tide range" which refers to a tide which has a cycle <strong>of</strong> about one tide perday, that is, one high and one low tide every 25 hours (Transport and Main Roads 2010).Tide height is affected by wind direction. Sustained south-easterly winds have the effect <strong>of</strong>reducing the predicted tide and north-westerly winds increase them.The winter tidal range is a maximum <strong>of</strong> 2 m (Transport and Main Roads 2012). During thewet season (January to April), tides in the Embley River have been recorded as high as3.96 m–4.27 m (Transport and Main Roads 2012).MSQ provides tidal estimations for pilotage areas. Contact the Regional Harbour Master’s<strong>of</strong>fice at RHMCairns@msq.qld.gov.au for the most current tidal information.7.9 TUGSTug services are provided by Svitzer Australasia and tug requisitions are generally made byship’s agents. Contact details for Svitzer Australasia are in the shipping contacts section atthe end <strong>of</strong> this handbook.Most ship movements require the use <strong>of</strong> two tugs and there are four tugs based at <strong>Weipa</strong>.

The ship’s agent should send a blank ‘Application toBerth’ form to the ship seven to ten days before their arrival. This ensures up-to-datedocuments are always used. Contact the ship’s agent for the latest information on berthingapplications.8.2 BUNKERINGBunkering is only available to pre-approved customers by appointment. The alert will be announced by the Regional Harbour Master over VHFChannel 16.8.6 ELECTRICAL POWERShore power connection is available. Contact Rio Tinto Alcan before arriving to ensureavailability <strong>of</strong> connection.8.7 EMERGENCY SERVICESAll shipping emergencies should be reported to <strong>Weipa</strong> VTS on VHF 16 and the terminal andthey will coordinate the required response based on procedures detailed in the NQBPEmergency Response Plan for the <strong>Port</strong> <strong>of</strong> <strong>Weipa</strong>. For local emergency services telephone000 and specify if fire, ambulance or police are required.8.8 ESTIMATED TIME OF ARRIVAL (ETA) NOTICEThis should be emailed or faxed to the ship’s agent at least seven days before arrival. Detailsshould include:name <strong>of</strong> ship;type <strong>of</strong> ship;estimated time <strong>of</strong> arrival;total cargo quantity required; andhatch loading sequence, Pour by Pour.Note: To avoid delays to berthing and tug cancellations, it is important that all adjustments toestimated time <strong>of</strong> arrivals (ETAs) are advised to all parties. All hatches are to beclean/dry and opened before berthing. All loading is expressed in metric tonnes <strong>of</strong>1,000 kg. Contact the ship’s agent for latest information on required arrival notices.8.9 FRESH WATERThere is fresh water available at all berths.8.10 FUELA fuel bowser is not publicly available.8.11 GANGWAY/DECK WATCHMENAt all times when the ship’s gangway is deployed at the terminal, the ship’s crew will act asthe vessel’s watchmen.

This reference documentcontains instructions for the orderly conduct <strong>of</strong> business and public safety in the <strong>Port</strong> <strong>of</strong><strong>Weipa</strong>. Copies are displayed at the NQBP port <strong>of</strong>fice at Evans Landing Boat Shed and arealso available for downloading from http://www.nqbp.com.au/weipa/.In addition, this document outlines the process for handling dangerous goods. A person incharge <strong>of</strong> dangerous goods who proposes to store, handle, carry, use, transport or otherwisedeal with any dangerous goods within the port must notify NQBP’s Chief Executive Officer atleast two working days before the date on which it is anticipated the dangerous goods willenter the port.

You are required to complete a Pre-arrivalReport for Vessels (QPAR) and submit it to the MNCC by email MaritimeNCC@daff.gov.au orphone 1300 004 605 if in Australia and +61-8-8201 6185 if outside <strong>of</strong> Australia, through thehelp <strong>of</strong> your agent.The information must be submitted on the QPAR no less than 12 hours, and no more than 96hours prior to the Estimated Time <strong>of</strong> Arrival (ETA) <strong>of</strong> the vessel or installations at anchorageor berth. Once forwarded to the MNCC, the information supplied on the QPAR will beassessed by a Quarantine Officer (QO). The QO will then issue the Vessel Master, throughthe Shipping Agent, with a Quarantine Approval to Berth (ATB) which lists Quarantinedirections placed on the vessel or installations.8.19 OIL SPILL PROCEDURESFor oil spill incidents, NQBP has a first strike response role in all <strong>of</strong> its ports. The first strikerole is typically considered to be around the first 12 hours <strong>of</strong> the response, after which outsideresources are provided by MSQ to take over the response.The first strike response will be under the direction <strong>of</strong> the MSQ Regional Harbour Master.The most senior port operations <strong>of</strong>ficer in each port will act as team leader in the response,under the direction <strong>of</strong> MSQ, unless an MSQ person assumes this role.NQBP’s obligations for first strike response are defined in the Oil Pollution First StrikeResponse Deed signed with MSQ for each port.

The number <strong>of</strong> personnel and equipment is defined in the deed <strong>of</strong> agreement foreach port. Personnel in the first strike response team can include local NQBP staff, plusother locals who have been appropriately trained. NQBP is responsible for maintaining the oilspill equipment in a fit state for use.In the event <strong>of</strong> an oil spill, immediately notify the Regional Harbour Master on+61-7-4052 7400. If it is after hours, call 1300 551 899. You will also need to contact theNQBP <strong>Port</strong> Supervisor on +61-7-4069 7749 or 0428 885 022. If it is after hours, call NQBP’s24 hour emergency number +61-7-4955 5107.8.20 REPATRIATIONRepatriation can be arranged by contacting the ship’s agent for details.8.21 RESTRICTIONSAccess to the wharf and loading plant is restricted. People requiring access, crew membersor visitors, must wear safety hard hats, safety shoes, adequate eye protection and complywith all safety regulations. Rio Tinto Alcan is not responsible for accidents incurred bypersonnel who use their wharf gangway.Pedestrian access along the wharf approach is not permitted. Special authorisation isrequired for private vehicles and visitors within the port for wharf access. Access to theremainder <strong>of</strong> the port site is strictly forbidden.8.22 SEAMAN’S CLUBThere is no seaman’s club in <strong>Weipa</strong>.8.23 SHIP’S CHANDLERThe chandler will attend the ship if necessary. Bonded stores are also available. Refer to theport service providers at the back <strong>of</strong> this handbook for contact details.8.24 SHORE LEAVEThe crew is permitted to go ashore after immigration and customs clearance. The ship’sagent can arrange a minibus service to <strong>Weipa</strong> township and return.8.25 TIME ZONETime is Eastern Standard Time and equates to G.M.T + 10 hours. All ETA and othermessages should be made in local time.8.26 WASTE OR QUARANTINE FACILITIESThere are no waste or quarantine waste facilities available, however, there are garbagedisposal facilities. See section 8.12 above.

If Rio Tinto Alcan (RTA), Toll Marine Logistics or <strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Port</strong>sCorporation (NQBP) are approached regarding access, the following will be advised toprospective users.Overarching Principles/ArrangementsRTA leases Humbug Wharf from NQBP on the basis <strong>of</strong> "common user" arrangements, that is,RTA shall not refuse to berth any vessel approved by NQBP at Humbug Wharf for thepurpose <strong>of</strong> loading or discharging cargo unless the berths are fully used or occupied orcommitted for use and occupation.
