G. Guidelines. Grantee will assist OJJDP in developing guidelines for use of IDS.H. Training and Technical Assistance. Grantee will provide training and technical assistanceon the use of IDS by ICAC task forces and their affiliate law enforcement agencies.Amount and Length of AwardsOJJDP will make one award of as much as $500,000 in the form of a cooperative agreement.The award project and budget period must be a minimum of 1 year and maximum of 3 years. Allawards are subject to the availability of appropriated funds and any modifications or additionalrequirements that may be imposed by law. OJJDP anticipates that any award made under thissolicitation should be awarded no later than September 30, 2011.OJJDP will enter into a cooperative agreement with the successful applicant. In furtherance ofthe goals and objectives described above, OJJDP's role will include the following tasks:• reviewing and approving major work plans, including changes to such plans, and keydecisions pertaining to project operations.• reviewing and approving major project-generated documents and materials used in theprovision of project services.• providing guidance in significant project planning meetings and participating in projectsponsoredtraining events or conferences.• reviewing and approving designation of key staff and key decisions pertaining to projectoperations.• facilitating relationships with the owners and developers of existing investigative tools thatwill be included in IDS query functionality.• planning the delivery of training and technical assistance, including reviewing and approvingtraining materials, participating in the selection of trainers, and approving the schedule fordelivery of training and technical assistance.• drafting guidelines for use of IDS.• engaging the commanders of the 61 state and regional ICAC Task Forces in the planningand review of project activities as appropriate.• coordinating the eventual linkage of IDS to the National ICAC Data <strong>System</strong>.Budget InformationLimitation on Use of Award Funds for Employee Compensation; Waiver: With respect toany award of more than $250,000 made under this solicitation, federal funds may not be used topay total cash compensation (salary plus bonuses) to any employee of the award recipient at arate that exceeds 110% of the maximum annual salary payable to a member of the FederalGovernment’s Senior Executive Service (SES) at an agency with a Certified SES PerformanceOMB No. 1121-0329Approval Expires 02/28/20135OJJDP FY 2011 <strong>Internet</strong> <strong>Crimes</strong> <strong>Against</strong> <strong>Children</strong> <strong>Deconfliction</strong> <strong>System</strong> <strong>Program</strong>OJJDP-2011-2918
