TELEPHONE SERVICE PROCEDURES<br />

AUTHORIZED USE<br />

Military telephones and voice facilities are authorized<br />

for government official communications only and must<br />

be restricted to calls that are essential to the accomplishment<br />

of the mission. These calls should withstand the<br />

scrutiny required of the same calls by commercial toll.<br />

PROPER USE OF TELEPHONE<br />

The service received from the base telephone system<br />

depends upon proper usage by subscribers. The<br />

following suggestions are offered: wait for a dial tone,<br />

and then dial your number carefully. Identify yourself,<br />

speak distinctly and make conversation brief. Answer<br />

the telephone promptly; identify the activity and the<br />

individual speaking. Use your telephone directory; do<br />

not guess at numbers. For your convenience, maintain<br />

a list of frequently called numbers. Update your directory<br />

as numbers are changed. Do not leave the receiver<br />

off of your telephone, nor set the hold button to prevent<br />

incoming calls.<br />

STANDARDS OF SERVICE<br />

1. The <strong>Robins</strong> AFB switchboard operation personnel<br />

endeavor to provide the most rapid and efficient<br />

telephone service possible consistent with<br />

the facilities at its disposal and the information<br />

provided by the system subscribers. To aid in providing<br />

this service, each subscriber should refer to<br />

the directory for the correct number prior to dialing/placing<br />

all long distance telephone calls by<br />

number, and keep the directory clerk apprised of<br />

changes in key personnel and telephone numbers.<br />

2. The switchboard operation personnel are instructed<br />

to be uniformly courteous and not to enter into<br />

controversy with subscribers. Similar action on the<br />

part of users is an incentive for better telephone<br />

service. Personnel are forbidden to receive service<br />

complaints and are instructed to refer all calls relative<br />

to complaints to the Chief of the switchboard<br />

3. All telephone subscribers are entitled to the same<br />

grade service. Preferential treatment or service<br />

should not be expected of the switchboard operation.<br />

This does not preclude emergency service<br />

when an actual emergency exists.<br />

BREVITY<br />

For economy and maximum use of available facilities,<br />

telephone conversations should be as brief and<br />

concise as possible. This is particularly true of long<br />

distance telephone calls.<br />

PLANNING CALLS<br />

Before dialing the switchboard operation to place<br />

a long distance call, be sure that you have the correct<br />

number, your conversation planned, and all information<br />

available that will be needed to complete your call.<br />

USE OF IMPROPER LANGUAGE<br />

The use of profane, obscene, and harassing language<br />

over the telephone will not be condoned.<br />

GENERAL INFORMATION SECTION<br />

Federal and state statutes have been enacted to deal<br />

with offenders of this type.<br />

CONVERSING WITH OPERATORS<br />

Conversations with the switchboard operation<br />

must be limited to requesting information and providing<br />

instructions for placing calls. Unnecessary conversation<br />

consumes time and prevents other users from<br />

receiving prompt attention and service.<br />

FORMAT OF THE DIRECTORY<br />

Format of the base telephone directory is prescribed<br />

by AFI 33-111. Only those items of information<br />

that facilitate the use of the base telephone<br />

system are permitted. Four major sections are used in<br />

the directory: General Information, Organizational,<br />

Classified and Personnel.<br />

1. General Information Section contains the necessary<br />

information to provide the best available<br />

telephone service. A list of frequently called<br />

Defense Switched Network (DSN) numbers is<br />

included.<br />

2. Organizational Section consists of a listing of all<br />

units serviced by the base telephone system. In<br />

this directory, organizations are listed in the following<br />

manner: (1) Warner <strong>Robins</strong> <strong>Air</strong> Logistics<br />

Center, (2) 78th <strong>Air</strong> <strong>Base</strong> Wing and (3) Other<br />

Tenant Commands arranged in alphabetical-<br />

numerical order. Under each unit’s designation is<br />

the command section followed by a functional list<br />

of principal staff offices arranged in alphabetical<br />

order by symbol. This section reflects the complete<br />

organizational structure from the unit commander<br />

through the lowest functional section.<br />

3. Quick Reference List.<br />

DIRECTORY CHANGES<br />

The telephone directory is compiled from listings<br />

furnished by organizations and individuals. It can only<br />

be accurate as the information furnished. Additions,<br />

deletions, or corrections must be submitted by the<br />

organizational Point of Contact (POC) or Telephone<br />

Control Officer (TCO) as they occur.<br />

DISTRIBUTION<br />

The organization TCOs will be notified per e-mail<br />

message when and where to pick up the new base<br />

directories. The TCOs will be responsible to distribute<br />

these directories within their organizations.<br />

USE OF THE<br />

MILITARY TELEPHONE SYSTEM<br />

CARE OF THE MILITARY TELEPHONE SYSTEM<br />

Subscribers are responsible for the proper use and<br />

care of installed telephones and associated equipment.<br />

Tampering with telephones in any manner<br />

is prohibited. Under no circumstances will persons<br />

other than authorized telephone maintenance personnel<br />

move or alter affix devices prior to any form<br />

of excavation.<br />

CLASSIFICATION OF TELEPHONE<br />

Telephones installed on <strong>Robins</strong> AFB are classmarked<br />

and all classes of telephones are authorized for<br />

the transaction of official government business only.<br />

Pay telephones are located throughout the base for<br />

conducting personal business.<br />

CLASSMARK OF SERVICE<br />

1. Class A telephones have access to Federal Telecommunications<br />

System (FTS), DSN, local offbase<br />

numbers and base operator.<br />

2. Class B telephones have access to DSN, local offbase<br />

numbers and base operator.<br />

3. Class C telephones have access to local off-base<br />

numbers and base operator.<br />

4. Class D telephones have access to on-base extensions<br />

and base operator.<br />

GENERAL DIALING INSTRUCTIONS<br />

Depending on how your telephone is class marked,<br />

you may obtain the following services by dialing:<br />

1. FTS: Dial 98 + 1 + area code + 7 digit number.<br />

2. DSN: Dial 94 + 7 digit number.<br />

3. LOCAL OFF-BASE: Dial 99 + local number.<br />

4. TOLL FREE: Dial 99 + 1 + 8XX + 7 digit<br />

number.<br />

5. Switchboard Operation Dial 0.<br />

LOCAL DIALING PROCEDURES<br />

The <strong>Robins</strong> AFB telephone system permits direct<br />

dialing into all extensions with the exception of base<br />

extensions starting with “5,” which interconnect on<br />

base only. Local dialing procedures follow:<br />

1. ON-BASE CALLS: Dial the seven digit telephone<br />

number shown in the directory.<br />

2. OFF-BASE CALLS TO Byron, Centerville,<br />

Macon, FT Valley, Cochran, Jeffersonville,<br />

Perry, Danville and Warner <strong>Robins</strong>: Dial “99”<br />

and the telephone number listed in the commercial<br />

directory.<br />

3. OFF-BASE INFORMATION: Directory assistance<br />

is not accessible from base extensions. For<br />

government official calls (Long Distance and<br />

local), dial switchboard operation.<br />

4. ON-BASE INFORMATION: Consult your<br />

directory first. If the person you are calling is not<br />

listed, call the civilian and/or military locator, ext<br />

468-6027. Office numbers not listed in the base<br />

telephone directory may be obtained by dialing<br />

468-1110 for base information.<br />

TELEPHONE FEATURES<br />

The following instructions describe the commonly<br />

assigned customer service features provided by the<br />

telephone system. Features have been assigned on an<br />

individual basis. Only features assigned to a telephone<br />

may be used by that telephone.<br />

1. CALL TRANSFER:<br />

a. Advise the calling party to hold while you<br />

transfer call.<br />

b. Momentarily depress the switch hook (on<br />

single line sets) or conference button (all other<br />

sets) to receive dial tone.<br />

c. Dial new extension number, listen for ring, and<br />

hang up. If line is busy, quickly depress switch<br />

hook again or release and you are connected to<br />

original party.<br />

2. CALL HOLD:<br />

a. To place on hold, momentarily depress switchhook/recall<br />

button to receive recall dial tone;<br />

dial *77—do not hang up, your call is on hold.<br />

b. Return to held call: Hang up—your phone will<br />

ring—answer and you will be reconnected to<br />

held call.<br />

3. CALL FORWARDING:<br />

a. Lift handset and listen for dial tone.<br />

. Dial the call forward activation code (*2). You<br />

will hear a special dial tone.<br />

c. Dial the number to which calls are to be forwarded.<br />

The called number will ring. When<br />

answered, advise the party your calls will be<br />

forwarded to that number.<br />

d. If the number dialed is busy, confirmation<br />

tone indicates that the call forward feature is<br />

activated.<br />

e. To cancel: Dial (#2); calls to your number will<br />

now ring on your phone again.<br />

4. CONFERENCE CALLS: All telephones at <strong>Robins</strong> AFB<br />

are provided direct user three-way and up to 6 parties<br />

on a conference from your AVAYA phone.<br />

a. THREE-WAY CONFERENCE: Please<br />

refer to your users/owners manual or direct<br />

your questions to your designated Telephone<br />

Control Officer (TCO)<br />

b. MEET-ME CONFERENCE: To request<br />

a Meet-Me Conference, dial 468-2199 and<br />

request the switchboard operation to assign<br />

you an access code to be dialed at a designated<br />

date and time. At which time an automated<br />

voice will instruct you to enter your access<br />

code. Each conferee is automatically added to<br />

the conference when the activation number and<br />

designated access code is dialed by that person.<br />

The activation number can be dialed by all long<br />

distance and local users. A new access code will<br />

be obtained for each conference established.<br />

c. CONFERENCE CALL ASSISTANCE:<br />

Conference Call Assistance is available by<br />

dialing “0” or 468-2199 for help establishing a<br />

conference. Have all information readily available<br />

before requesting the conference.<br />

dialing 911 (NOTE: Security forces will alert<br />

Communications personnel to initiate tracer<br />

action).<br />

4. If no one is available, DO NOT HANG UP, but<br />

use another phone to notify Security <strong>Force</strong>s.<br />

5. Obtain as much information as possible about<br />

REPORTING NUISANCE CALLS<br />

Abusive calls, including those in which obscene or<br />

profane language is used, are prohibited and should be<br />

reported to the SF Law Enforcement Desk by dialing<br />

468-2187. Malicious or threatening calls should<br />

be reported to 911. To activate Malicious Call Trace<br />

(MCT) depress the MCT button. For analog phones,<br />

depress the hook switch and dial *57. Assistance in<br />

determining the location of a specific base extension<br />

should be directed to the switchboard at 468-2199.<br />

Consult your directory first. If number is not<br />

listed, base information may be obtained from a base<br />

telephone by dialing 468-1110. From off-base numbers<br />

and long-distance, dial 926-1110. For the DSN information,<br />

check DSN directory number at the location<br />

to be called and dial 94” plus the number given. If the<br />

number is not in the directory, dial base information<br />

468-1113 and request the DSN number.<br />

REPORTING TELEPHONE TROUBLES<br />

All telephone troubles will be reported to extension<br />

468-4357 (HELP). <strong>Base</strong> extensions must be reported<br />

as 926-1110. Pay telephones and base housing/dormitory<br />

residents should always report their private telephone<br />

troubles to 468-4357 (HELP) first, rather than<br />

General Information<br />

Southern Bell. The customer will be held responsible for<br />

charges incurred, if Southern Bell is called first and it’s<br />

not their problem. All pertinent information must be<br />

given. Be very specific when giving office and building<br />

locations. Notify all personnel in the office of trouble<br />

reported to avoid duplicate reports. After duty hours,<br />

only emergency or mission essential telephones and/or<br />

equipment will be reported. If trouble is persistent and<br />

is not cleared in a reasonable time, call 468-4357 again<br />

and ask the status of the trouble report. If service is not<br />

restored satisfactorily, call the Voice Quality Control,<br />

extension 472-0064 or 472-0058.<br />

REPORTING DSN TROUBLES<br />

See DSN instructions.<br />

OTHER EMERGENCY TYPE CALLS<br />

Reference the front cover of the base telephone<br />

directory for emergency numbers. Other emergency<br />

calls on base, dial the base operator “0” and state that<br />

you have an emergency call and give the nature of the<br />

emergency. If you are off base and do not have the<br />

emergency numbers readily available, dial 926-1110<br />

and announce the emergency to switchboard operations.<br />

Hold the line and switchboard operation personnel<br />

will ring the emergency number for you.<br />

SECURE VOICE FACILITIES<br />

Classified information will not be discussed or<br />

revealed over the administrative telephone (DoD<br />

5200). Personnel who make disclosures of classified<br />

information over the telephone are subject to disciplinary<br />

action. If a classified subject must be discussed, use<br />

a STE terminal. STE terminals are easily accessible<br />

in each organization on <strong>Robins</strong> AFB. Terminals have<br />

different degrees of access; however, most are cleared<br />

up to and including secret conversations.<br />

MINIMIZE<br />

When an actual or simulated emergency arises,<br />

or is anticipated, it is necessary to reduce the volume<br />

of long distance telephone traffic ordinarily transmitted<br />

over U.S. military telecommunications networks.<br />

Minimize is applied to users of any or all U.S. military<br />

communications networks, IAW ACP 121 U.S. Sup<br />

1. Notices of MINIMIZE action will be distributed<br />

through administrative channels. Stringent control of<br />

voice communications will be practiced until MINI-<br />

MIZE is canceled by the imposing authority. Each<br />

level of command is responsible for explaining to its<br />

subordinates the meaning and importance of MINI-<br />

MIZE so that it is fully understood and to make<br />

provisions for approval of calls to be placed under<br />

MINIMIZE conditions.<br />

TELEFAX<br />

1. GENERAL DESCRIPTION: TELEFAX is a general<br />

purpose type of facsimile equipment capable of<br />

transmitting fixed images over telephone lines, by<br />

acoustic or magnetic coupling.<br />

2. LOCATION: If you have a need to use TELEFAX<br />

equipment the telephone and building numbers<br />

are listed throughout the organizational section in<br />

this directory.<br />

VOICE MAIL<br />

Voice Mail is a computerized voice messaging system<br />

that works in conjunction with the base telephone<br />

system. It allows users to send and receive voice messages<br />

from any touch-tone telephone 24 hours a day.<br />

Either the sender or the receiver must have an assigned<br />

mail box. Users must have a touch-tone telephone. To<br />

access Voice Mail follow the steps below.<br />

4. To send a message you need to know the mail<br />

box address of the person you are sending to.<br />

This will be a 7-digit number.<br />

5. Follow the voice prompts to record and send<br />

the message.<br />

AUTOMATED HEALTH AND<br />

MORALE SYSTEM (AHAMS)<br />

Only DoD Military and Civilians are authorized to use<br />

AHAMS. To request access: Send an e-mail to 78CS.<br />

AHAMS.PR@robins.af.mil to receive a Personal<br />

Identification Number (PIN). *NOTE* the email<br />

request must originate from a .mil email address.<br />

Access is granted up to thirty minutes a week (Local<br />

Time Zone EST.)<br />

If you misplaced or lose your PIN, send an email<br />

request to get the PIN reissued; do not request a<br />

new PIN.<br />

How to Use AHAMS:<br />

1. Call DSN Number 312-468-2426.<br />

2. Enter your nine digit PIN.<br />

3. Dial the telephone number you are attempting<br />

to call (local to <strong>Robins</strong> AFB or 1+800 only).<br />

OFFICIAL LONG DISTANCE CALLS<br />

Official long distance telephone service is available<br />

over leased tie-lines, DSN, and commercial toll<br />

facilities. All military telephone facilities are subject to<br />

monitoring (DoD Directive 4640.6). On official calls<br />

placed through the base operator, furnish the following<br />

information:<br />

1. Telephone number of individual<br />

originating call.<br />

2. Telephone number being called.<br />

SECURE VOICE CALLS<br />

TELEPHONE PRECEDENCE SYSTEM<br />

The Joint Uniform Telephone Communications<br />

Precedence System is directed for use by all authorized<br />

users of voice communications facilities of the Department<br />

of Defense (DoD). Since the effectiveness of the<br />

system depends upon cooperation on the part of the<br />

persons authorized to employ it, users must be familiar<br />

with the purpose to be served by each level of precedence<br />

category and the types of calls which may be<br />

assigned the respective precedence.<br />

1. FLASH precedence is reserved for alerts, warnings,<br />

or other emergency actions having immediate<br />

bearing on national, command, or area security.<br />

2. IMMEDIATE precedence is reserved for vital communications<br />

having immediate operational effect on<br />

tactical operations which directly concern safety or<br />

rescue operations and which affect the intelligence<br />

community operational role.<br />

3. PRIORITY precedence is reserved for calls that<br />

require prompt completion for national defense<br />

and security, the successful conduct of war, or<br />

safeguarding life or property which do not require<br />

higher precedence. Normally PRIORITY is the<br />

highest precedence that may be assigned to administrative<br />

matters for which speed of handling is of<br />

paramount importance.<br />

4. ROUTINE precedence is reserved for all other official<br />

communications.<br />

DSN INSTRUCTIONS<br />

GENERAL<br />

The Defense Switched Network (DSN) is the<br />

principle long-haul voice communications network<br />

within the Defense Communications System,<br />

providing unsecure direct distance dialing service<br />

worldwide through a system of government-owned<br />

and leased automatic switching facilities. The purpose<br />

of DSN is to handle essential command and<br />

control, operations, intelligence, logistic, diplomatic,<br />

and administrative traffic.<br />

PRECEDENCE<br />

The National Communications System (NCS) is<br />

directed for use by all authorized users of voice communication<br />

facilities of the DoD. Since the effectiveness<br />

of the system depends upon cooperation on the<br />

part of persons authorized to employ it, users must be<br />

familiar with the purpose to be served by each level<br />

of precedence category and the types of calls that may<br />

be assigned the respective precedence.<br />

USE OF THE DSN<br />

1. Will be authorized for official communications<br />

only.<br />

2. Will be restricted to:<br />

a. Only those calls that are essential requiring<br />

timeliness that cannot be obtained by other<br />

means and would stand the scrutiny afforded a<br />

commercial toll call.<br />

b. The minimum time required to accomplish the<br />

official business.<br />

c. The use of a precedence level in consonance<br />

with the subject matter of the call as established<br />

in the NCS.<br />

3. Will not be authorized for:<br />

a. Use directly or indirectly by any nonappropriated<br />

fund activities (clubs, exchanges,<br />

and other unofficial activities) provided<br />

telephone service at post, camp, station or<br />

base level except when approved by the Joint<br />

Chiefs of Staff.<br />

b. Calls within an installation, metropolitan area<br />

or those confined geographical areas where<br />

other existing government provided local telephone<br />

service is adequate.<br />

c. Unofficial or personal calls.<br />

d. Off-net extension calls into the commercial<br />

system at a distant PBX/PABX except where<br />

such extension has been previously approved<br />

by the local authorities controlling the<br />

switchboard.<br />

TELEPHONE MONITORING<br />

The users of the DSN system should be aware that<br />

this DoD system is for official use only and is subject<br />

to management monitoring in accordance with DoD<br />

Directive 4640.6, subject, “Communication Security<br />

Telephone Monitoring.”<br />

DSN USER CALLING INSTRUCTIONS<br />

1. Routine DSN calls. Users with dial-access to DSN<br />

should:<br />

a. Verify the DSN number.<br />

b. Listen for dial tone.<br />

c. Dial the DSN access code “94.”<br />

d. Dial the 7-digit DSN number.<br />

2. Precedence and overseas DSN calls. To place precedence<br />

or overseas DSN calls, all users should:<br />

a. Verify the DSN number.<br />

b. Dial “0” and give the following information to<br />

the switchboard attendant:<br />

i. Your name, office symbol & extension<br />

number.<br />

ii. Precedence of the call.<br />

iii. DSN number desired.<br />

c. If you have to leave your office after booking a<br />

call, please do one of the following:<br />

i. Arrange for someone else to take the call.<br />

ii. Call the DSN operator and ask her to hold<br />

the call.<br />

iii. Cancel the call.<br />

DSN AND CONFERENCING ASSISTANCE<br />

Assistance with DSN and call conferencing is<br />

provided by dialing “0.” For DSN directory assistance,<br />

dial the base directory assistance operator at extension<br />

468-1001.<br />

DSN USER TROUBLE REPORTING<br />

When trouble is encountered by users while utilizing<br />

DSN, the following procedures should be taken:<br />

1. Retain the circuit connection and report the trouble<br />

immediately to Telephone Repair (468-4357).<br />

2. Give the details of the DSN trouble as follows:<br />

a. Your extension number and location.<br />

b. The DSN number and location of the<br />

called party.<br />

c. Brief description of the trouble and the time it<br />

occurred.<br />

d. Items requiring repair such as frayed cords and<br />

broken telephone parts should be reported to<br />

468-4357.<br />

COMMERCIAL TOLL CALLS<br />

Outgoing commercial calls to overseas locations<br />

must be approved by the organizational Telephone<br />

Control Officer (TCO) and recorded on AF Form<br />

1072, “Authorized Long Distance Telephone Calls.”<br />

NOTE: All commercial calls other than those placed<br />

from specially classmarked telephones, must be placed<br />

through the base operator with a control number from<br />

your TCO. Individuals will not attempt to place<br />

unauthorized long distance calls through the commercial<br />

operator from a base extension. Public Law,<br />

(31 U.S.C. 1348) prohibits expenditure of appropriated<br />

funds for personal and unofficial long distance<br />

calls and current directives specifically require TCOs<br />

to approve official long distance calls. All personnel<br />

are reminded that offenders will be required to pay for<br />

their calls and will be subject to disciplinary action.<br />

TOLL-FREE<br />

All <strong>Robins</strong> AFB telephone subscribers with access<br />

to class “A,” “B,” and “C” service are encouraged to use<br />

toll-free numbers if available to commercial customers<br />

instead of placing FTS 2000 calls. To determine<br />

if a commercial customer has a toll-free number subscriber<br />

should dial the toll-free information number<br />

(99+1+800+555+1212) and ask for directory assistance.<br />

Once you have obtained the number, you would dial<br />

(99+1+800+XXX+XXXX).<br />

USE OF OFFICIAL<br />

TELEPHONES FOR PERSONAL BUSINESS<br />

Personal calls (such as calls to speak to spouse/<br />

minor children or to arrange for emergency repairs<br />

to personal property) that must be made during<br />

working hours may be authorized as being in the best<br />

interest of the government if the following criteria<br />

are met:<br />

1. It does not adversely affect the performance of<br />

official duties.<br />

2. It is of reasonable duration and frequency.<br />

3. It could not reasonably have been made at<br />

another time.<br />

4. In the case of long distance call is:<br />

a. Charged to employee’s home telephone number.<br />

b. Made to an 800 (toll-free) number.<br />

c. Charged to a personal telephone credit card.<br />

General Information<br />

appropriate TCO Requests will allow sufficient<br />

lead time (see AFI-33-111). The following information<br />

is required: organization, symbol, building<br />

number, telephone numbers involved, the present<br />

and proposed location of equipment, class of service<br />

required, name and telephone number of person<br />

familiar with work to be accomplished, and directory<br />

information as required. Requests involving six<br />

or more telephones will require a floor plan depicting<br />

locations of desks, telephone instruments, and<br />

associated telephone numbers. The request will be<br />

assigned by the communications monitor of the<br />

activity requesting the service. Interoffice rearrangements<br />

will be kept to a minimum. All requests for<br />

service must be fully justified.<br />

When a building or office in which telephones are<br />

installed is vacated, a disconnect service request (Project,<br />

Workflow, Requirements, and Resource Manager)<br />

will be submitted by the vacating activity through the<br />

appropriate TCO.<br />
