The payment of grant will be made direct by ECS authorized to operate upon itsbank accounts and to bind it financially in accordance with rules and regulations onreceipt of a request therefore, from the institution accompanied by (1) an undertaking inthe prescribed Proforma that the terms and conditions of the grant are acceptable to theindividual farmers/college/organization, (2) a certificate stating that they are notinvolved in any proceeding relating to the accounts or conduct for any of its officebearers, (3) a bond duly executed and signed in the prescribed Proforma for the fullamount as sanctioned in this letter and/or the grantee has been exempted fromexecuting a bond, (4) a certified copy duly authenticated by a Gazetted Officer of thedocuments showing the constitution of the Governing Body or Managing Committeeresponsible for the running of the organization and that the persons signing the bondare authorized to operate upon and bind the funds of the organization/institution as perthe prescribed Proforma. The other terms and conditions shall be as per OperationalGuidelines of the Scheme.The expenditure is debitable to Demand No.47 – Department of AYUSH – (MajorHead) – 2210 – Medicinal & Public Health (Major Head) – 02200 – Other Systems (MinorHead), 13-Setting up of National Board of Medicinal Plants, 130031-Grant-in-aid for theyear 2010-11 (Plan).This issue with the approval of IFD vide- Concurrence Dy. Kindly acknowledge the receipt of funds through ECS.With the request that the following documents duly certified as correct by Govt.Auditor or Chartered Accountant, as the case may be shall also be sent to this Ministrywithin a period of six months of the release of grant:-i) Utilization certificate in the prescribed Proforma to the effect that the granthas been utilized for the purpose for which it was sanctioned.ii) Audited accounts reflecting therein the grant-in-aid and the item-by-itemexpenditure incurred therefore.iii) A certificate stating that grantee/institution/organization has not receivedfinancial assistance for the same purpose from any other department of theCentral or State Government or any other Government Agency.
