Dünya Bankası Raporlarına Katkı“Doing Business (İş Yapma Kolaylığı Endeksi) RaporuHer yıl Dünya Bankası ve IFC’nin ortaklaşa hazırladığıDoing Business raporunda 181 ülkede yapılan reformlartakip edilmekte ve çeşitli alt kategoriler halinde sıralamalaryayınlanmaktadır. “Starting a Business” (işe başlama) ve“Employing Workers” (işe alma) alt kategorileri içinhazırlanan anketlere YASED olarak katkı sağlanmakta,sonuçları takip edilerek YOİKK ve benzeri platformlardadile getirilmektedir.“Investment Climate Assesment-ICA” Türkiye YatırımOrtamı Değerlendirmesi RaporuDünya Bankası tarafından hazırlanmakta olan ICARaporları kapsamında, yapılan anket sonuçlarında yeralan bulgular Dünya Bankası yetkililerince incelenmekteve bu doğrultuda ortaya çıkan sorunlara yönelik olarakpolitika önerileri geliştirilmektedir.2009 yılı Raporunun hazırlıkları açısından, 2007Raporundaki tespitler güncellenmiş, 2. bölümünde iseanket sonuçlarında yer alan bazı tespitlerin sebeplerininaraştırılması amacıyla “Şirket Büyümeleri”, “Üretim Zinciri”ve “Düzenleyici Kurallar” olmak üzere 3 ana konu elealınmıştır. Bu kapsamda, Dünya Bankası yetkilileritarafından Eylül ve Kasım aylarında yapılan ziyaretlerkapsamında, diğer ilgili özel sektör temsilcileri ile birliktekamu kurum ve kuruluşlarının katılımındaki yuvarlakmasa toplantılarında YASED olarak katılım gösterilip,görüşlerimiz paylaşılmıştır. Bu toplantılardan çıkangörüşlerle birlikte rapor bulguları, YOİKK YönlendirmeKomitesi toplantısında üyeleriyle paylaşılmıştır.Contribution to World Bank Reports“Doing Business” ReportReforms under way in 181 countries can be monitored inthe “Doing Business” report prepared every year jointlyby the World Bank and IFC. The report is well-knownwith the country rankings it publishes in various subcategories.YASED contributes to the surveys made on“Starting a Business” and “Employing Workers” subcategories,and subsequently follows up and voices theresults of these on related platforms such as CCIIE.Investment Climate Assessment (ICA) Report for TurkeyThe findings in the results of the surveys made for ICAreports prepared by the World Bank are analyzed by theWorld Bank experts, and policies are developed for theproblems that emerge in connection with these issues.To lay the groundwork for the 2009 Report, thedeterminations made in the 2007 Report were updated,and 3 key issues, namely “Company Growths”, “ProductionChain”, and “Regulatory Reforms were focused on in theII Part of the Report for investigating the reasons of somefindings in these surveys results. In this framework, YASEDhas participated in the round table meetings, the WorldBank experts held, with the representatives of relatedprivate and public sector establishments and organizationsduring their visits to Turkey in September and November,and has shared its views with the participants. The findingsof the report and the views developed at these meetingswere shared at CCIIE meetings with the members of theCoordination Board.30
