Yönlendirme Komitesi, düzenli olarak toplantılarına devametmektedir. 2009 yılında da düzenli toplantılarını yapanYOİKK Yönlendirme Komitesi’ne YASED’i temsilen GenelSekreter Mustafa Alper katılmaktadır.YOİKK çalışmaları kapsamında iki yılda bir TOBBinisiyatifiyle düzenlenen Kızılcahamam Çalıştayı 2009yılında 9-11 Ocak tarihlerinde düzenlenmiştir. YASED tümteknik komitelerde Sekreterya ve üyeleri aracılığı ile temsiledilmiş ve eylem planlarında yer almak üzere önerilerinisunmuştur. Oluşan yeni eylem planları doğrultusundaçeşitli komitelerde 2009 yılında yapılan çalışmalardanörnekler aşağıda yer almaktadır.TEKNİK KOMİTE ÇALIŞMALARIİstihdamKriz döneminde istihdamın korunması ve işsizliğinazaltılması için kısa çalışma ödeneğinden yararlanmakoşulları, mesleki ve teknik eğitimin yaygınlaştırılması veil istihdam ve mesleki eğitim kurulları üzerine çalışan TeknikKomite, aynı zamanda çalışma izinleri başvurularının dahakısa sürede sonuçlandırılması konusunu da eylem planıiçerisine dahil etmiştir.Sektörel LisanslarKomitenin 2009 yılı gündeminde özellikle madencilik vegıda sektörlerindeki bazı süreçlere yönelik çalışmalar ileambalaj atıkları konusundaki çalışmalar yer almıştır.Yatırım YeriKomitenin 2009 yılı gündeminde özellikle tapu işlemleri,inşaat izinleri süreçlerinin basitleştirilmesi ve maliyetlerininazaltılmasına yönelik çalışmalar yer almıştır.KOBİKomitenin 2009 yılı eylem planında yer almasında faydagörülen “KOBİ’ler ile uluslararası şirketler arasındaişbirliklerin ve ortak projelerin geliştirilmesi” konusuYASED’in eylem önerisi dikkate alınarak ilgili ArGeKomitesi gündemine dahil edilmiştir. Yıl içerisinde yapılankomite toplantılarına katkı ve katılım sağlanmıştır.location, taxes and incentives, customs and foreign trade,intellectual and industrial property rights, corporatemanagement, and investment promotion. The CCIIESteering Committee, founded on 9 April 2005 with theobjective to find solutions to these problems, holds regularmeetings. Secretary General Mustafa Alper hasparticipated as YASED’s representative at the regularmonthly meetings of the CCIIE Steering Committeethroughout 2009.Within the framework of the CCIIE works, KızılcahamamWorkshop is organized with the initiative of the Unionof Chambers and Commodity Exchanges (TOBB) everytwo years. In 2009, it was organized between January 9-11. YASED was represented in all technical committeeseither through its members or the Secretariat andpresented its suggestions for the action plans. Someexamples from the works carried out in 2009 in line withthis newly formed action plans are given below.TECHNICAL COMMITTEES’ WORKSEmploymentThe Technical Committee has worked on “the terms forbenefiting from short-time work compensation for theprotection of employment and avoidance ofunemployment during the crisis period”, “spreadingvocational and technical training” and “provincialemployment and vocational training boards”, and hasincluded the need to finalize the work permit applicationsin shorter periods, into its action plan.Sectoral LicensesThe agenda of the Committee in 2009 focused on studiesfor improvement in some procedures especially in miningand food sectors. Also, sub-groups were formed to workon issues related to packaging wastes.Investment LocationThe agenda of the Committee in 2009 comprised of workson the simplification of procedures related to landregistration and construction permits and also reducingthe costs related to these procedures.SMEsThe issue of “development of coordination and jointprojects SMEs and international corporations” which wasincluded in the 2009 Action Plan of the Committee byYASED has been directed to R&D Committee agenda.YASED has participated and contributed actively in theCommittee meetings during the year.20
