• İstihdam ve Eğitim: İstihdam üzerindeki sosyal sigortaprimleri ve vergi yüklerinin azaltılması ve yatırımcınınihtiyaç duyduğu kalifiye işgücünün yetiştirilmesi içinyabancı dil ve mesleki eğitim ihtiyacının göz önündebulundurulması, Türkiye’nin uluslararası yatırımlar(özellikle yüksek teknolojili ve katma değerli yeniyatırımları) için avantajlı durumunun arttırılması içingereken önceliklerindendir. Küresel rekabette, işgücününniceliksel avantajından önce niteliksel avantajınıngeliştirilmesi öncelikli hedefler arasındadır.• Fikri ve Sınai Mülkiyet Hakları: Uluslararası standartlarbenimsenmeden uluslararası entegrasyon mümkündeğildir. Fikri ve sınai mülkiyet haklarındaki ihlaller,Türkiye’nin itibarını çok ciddi ölçüde zedelemekte, haksızrekabete neden olmaktadır. Mevzuat ve özellikleuygulamada uluslararası standartların benimsenmesihedeflerden biri haline gelmelidir. Mevcut durumda halensorun yaşanılan marka, patent ve telif hakkı ihlalleri verimünhasiriyetinin korunması konularında ivedilikle gerekliönlemlerin alınması ve çözüm fırsatlarının yaratılmasıgerekmektedir. Hukuk reformunun gerçekleştirilmesi buhakların korunması açısından son derece önemlidir.• Ar-Ge Yatırımları: Küresel rekabet ortamında ülkelerinArGe çekim merkezleri olarak tercih edilmesindekietkenlerin başında verilen teşvikler gelmektedir. ArGeteşviklerine bütçeden ayrılan payın yapılan yasaldüzenlemelerle son yıllarda artırılmış olması, teşviklerinsürdürülmesi ve yaygınlaştırılması; Türkiye’nin ArGekapasitesinin gelişmesi ve bu alana yönelik yüksek katmadeğerli yatırımların çekilebilmesi için son derece önemlidir.Avrupa BirliğiDiğer tüm öncelikli konularımızda gelişme kaydedilmesiTürkiye’nin AB üyelik müzakere sürecinde de yolunuaçacak gelişmeler olacaktır. Tüm bu gelişmelerinsağlanabilmesi ve ülkemizin dünyada en öncelikli yatırımnoktaları arasında sürekli yer alabilmesi Avrupa Birliği’netam üyelikle sonuçlanacak müzakerelerin başarıylasürdürülmesine bağlıdır. AB üyeliği konusunungündemden düşmemesi, müzakere sürecine ilişkinçalışmalar ve lobi faaliyetlerine hız kaybetmeden devamedilerek gündemdeki önceliğini koruması son dereceönemlidir.• Employment and Education: Lowering the burden ofsocial insurance premiums and taxes on employment andtaking into consideration the foreign language andvocational training requirements for raising the qualifiedworkforce required by investors are the priorities forstrengthening the advantageous position of Turkey onthe global arena, regarding FDI inflows (and particularlyfor greenfield investment). In global competition,enhancing the qualitative advantages of the workforcebefore its quantitative advantages are among the prioritygoals.• Intellectual and Industrial Property Rights: Integrationto the international community is not attainable, unlessinternational standards are adopted. Infringement ofintellectual and industrial property rights damage Turkey’sprestige considerably, and cause unfair competition.Adoption of international standards on the subject oflaws and regulations, and above all their implementationshould be set as one of the targets. It is essential to takemeasures for the protection of trade mark and patentinfringements and copyright violations and data exclusivitytrademark infringements and counterfeiting, whereproblems are being faced with. The accomplishment ofa judicial reform is extremely important for the protectionof these rights.• R&D Investments: In the global competitionenvironment, one of the keys factors behind thepreference of some countries as R&D attraction centers,lies in the incentives granted. The increases made in recentyears in the funds allocated for R&D incentives from thebudget; the continuation and widespreading of the these;the development of Turkey’s R&D capacity are extremelyimportant for attracting high value-added investmentsto this area.European UnionProgresses to be achieved in other priority issues will serveas developments that will open way for Turkey duringthe EU membership talks. Accomplishment of all thesedevelopments, and Turkey’s success in ranking permanentlyamong the top investment locations of the world, dependson the success of the talks to be carried out with the EUfor full membership. It is extremely important to protectthe precedence of the issue on the agenda and not losingpace in the efforts given for the negotiation process andlobbying activities.10
